For Star Avenue Water Resiliency Project The Bay County Board of County Commissioners (County) seeks qualifications from firms to provide Design services for the Star Avenue Water Resiliency Project located in Callaway, Bay County, Florida. Phase I Design of this project includes, but is not limited to, the preliminary engineering designs and calculations, surveys, permitting, and notices. Special Accommodation: Any person requiring a special accommodation at a Pre-Submittal Conference or Submittal opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Submittal opening. Each Submittal shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the Submittal deadline. The County Purchasing Department will be the only point of contact for this RFQ. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFQ until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124. Respondents shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (Central Time) on Friday, March 27, 2023. All firms, to include sub-consultants, shall be State of Florida licensed professionals. Engineering firms shall be Florida licensed firms. Engineers shall hold a Florida Professional Engineer's license. Surveyors shall hold a Professional Land Surveyor's License. All professional services to be provided under the awarded contract shall be performed by Professionals licensed to practice in the State of Florida and in strict compliance with the Consultant's Competitive Negotiation Act, 287.055 F.S.
