Site work and paving for a road / highway in Saint George, South Carolina. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Dorchester County invites sealed bids for the following: minimum 150#/SY type C asphalt, minimum 4" full depth patch, milling, and pothole patching. Last Day for Questions: Friday, March 17, 2023 @ 5:00PM Eastern. Bids may be submitted online, in-person, or mailed. The County's preferred method of bid submittal is electronically through the Vendor Registry platform. County Bids may be found by visiting the link. PAYMENT TO CONTRACTOR Payment shall be due within thirty (30) days of approved invoices. 5. SHIPPING Shipping terms shall be F.O.B. Destination unless otherwise specified. 6. PERMITS AND LICENSES The successful Bidder shall, without additional expense to the County, be responsible for obtaining and maintaining all necessary licenses and permits required by the State of South Carolina, a municipality or the County or any other authority having jurisdiction. Prior to execution of a contract, the successful Bidder may be required to provide a copy of its current applicable Contractor's License issued by the State of South Carolina and the County. Any subcontractor must comply with the regulations promulgated in the South Carolina Contractor's Licensing Board as enforced by the South Carolina Licensing Board for Contractors. Contractor's (and or any subcontractor's) License Number, Person's Name and Business Name must all be shown on all required licenses. 7. SECURITY REQUIRED 7.1. Bid Security Each bid must be accompanied by a bid bond acceptable to the County. Bid bonds must be issued by a corporate surety registered and authorized to do business in the State of South Carolina. Bid bonds shall be payable to the County, shall be for at least five (5%) percent of the total amount of the bid, and shall serve as a guarantee deposit that the bid will be carried out to the complete satisfaction of the County. In lieu of a bond, Bidder may submit a certified check or cashier's check in aforesaid amount payable in U.S. funds. Questions or clarifications concerning this invitation should be posted to the solicitation on the Vendor Registry portal at the link provided above, or only directed by email to the contact listed on the cover page of the solicitation. Contact with other County personnel during the bid process may result in a determination of non responsiveness for any bid submitted by your firm. AWARD OF CONTRACT 4.1. Award of Contract will be made to the lowest responsive and responsible bidder(s) whose bid, conforming to the IFB, is most advantageous to the County, price and other factors considered. The County reserves the right to make multiple awards based on the capacity of each Bidder, beginning with the Lowest Responsible Bidder. 4.2. The County reserves the right to 1) reject any or all bids and any part of a bid; 2) waive informalities, technical defects, and minor irregularities in bids received; and 3) award the bid(s) received on the basis of individual items or groups of items or the entire list of items. 4.3. The County shall be the sole judge of the suitability of the items or services to be provided pursuant to this IFB. 4.4. The County reserves the right to request the contractor/vendor's latest financial statements and other such additional information as may be reasonably necessary to determine whether the contractor/vendor should be awarded the contract. 4.5. For debriefings, protests and appeals after the award of a contract, contractors are advised to consult the Procurement Policy Manual located on the Dorchester County website. 2.14 Substantial Completion: that point at which, as certified in writing by the Architect / Engineer and approved by the County, the Work, or a designated portion thereof, is sufficiently complete in accordance with the Contract Documents such that the County or its designee can enjoy beneficial use or occupancy and can legally occupy, use or operate it in all respects, for its intended purpose. 2.15 Work: the construction and services required by the Contract Documents, whether completed or partially completed, and including all other labor, materials, equipment and services provided or to be provided by the Contractor to fulfill the Contractor's obligations; may constitute a whole or a part of the Project; used interchangeably with Project in this Contract. 2.16 Work Site: the geographic location of the Work; used interchangeably with the Project Site. If the Contractor fails to achieve Final Completion of all punch list items within thirty (30) Calendar Days of the date of Substantial Completion, the County reserves the right to contract with other parties to complete the Work, or to use other forces, utilizing funds retained or collected under this Contract as set forth in Article 9 below.
