The consultant will be responsible for meeting with City staff and applicant on a bi-weekly basis as well as one kick-off meeting with City staff and applicant; one meeting with staff to discuss issues regarding the preparation of the draft document, one scoping or community meeting, and two public hearings before the Planning Commission and City Council. The number and frequency of the meetings will be determined in consultation with all parties before the project begins. The purpose of the meetings will be to establish objectives, discuss alternatives, provide direction and review progress. In addition, the consultant will be expected to attend periodic meetings of the Planning Commission and City Council. Transportation analysis must include both vehicle miles traveled (VMT) and level of service (LOS) per City guidelines. Coordination and outreach in compliance with tribal consultation pursuant to AB 52 (if applicable) The applicant has not provided any studies. A description of the approach and methodology to provide the required services. Identify any supplemental tasks deemed necessary or alternatives, which may enhance the Project, reduce costs, or expedite delivery. The consultant should also identify any tasks not identified and/or mentioned in this document that would otherwise affect the successful realization of the Project. The project involves the demolition of the existing on-site building and structures for the construction of a stand-along speculative concrete tilt-up warehouse building with an office mezzanine located at 15715 Arrow Highway. The project site, totalling 214,395 square feet (4.92 acres) includes a ±105,000 s.f. tilt-up building comprised of 4,000 s.f. of office space, a 4,000 s.f. mezzanine, and 97,000 s.f. of warehouse space. Please refer to Attachment 3 and the copy of the enclosed Google Map page for illustration. The land is zoned M-2 (Heavy Manufacturing), designated “Industrial/Business Park” by the City’s General Plan, and subject to the Irwindale Commercial & Industrial Design Guidelines and the Irwindale Active Transportation Plan (ATP). The property was previously occupied by a medical lab and is adjacent to commercial and industrial uses on all adjacent properties. The Project will require the following discretionary and/or administrative approvals from the City: Site Plan and Design Review Permit (DA) to addresses the site configuration, design, location, and impact of the proposed use and the compliance of the Project with the established Zoning Code standards and the City of Irwindale Commercial and Industrial Design Guidelines.
