The City of Irwindale Community Development Department - Planning Division is requesting proposals from qualified consultants to prepare an environmental assessment for a request to create a specific plan that includes the construction of a warehouse distribution center/industrial park totaling up to +-3,000,000 square feet with associated standard vehicle and trailer parking, and on-site mining and reclamation activities for property located at 15801 First Street ((APNS 8533-009-025, 8533-009-026, 8533-009-027, 8533-009-028 & 8533-009-029). The City of Irwindale is located within the eastern portion of Los Angeles County at the periphery of the greater Los Angeles metropolitan area. The San Gabriel River bisects the City into eastern and western sections as it flows south, with the foothills of the nearby San Gabriel Mountains located to the north. The City is centrally located within the San Gabriel Valley and is generally bounded on the north by Duarte, on the east by Azusa, on the south by Baldwin Park, and on the west by the Cities of Monrovia, Arcadia, and Duarte. Regional access to the City is provided by the Foothill Freeway (I-210) and the San Gabriel River Freeway (I-605). The majority of the City's population and development are located in that portion of the City that is east of the San Gabriel River. Land uses found in the western portion of the City are dominated by large-scale quarry operations with limited areas of more traditional urban development. The mid portion of the City is encompassed by the Santa Fe Dam recreational area. The City has a total land area of 9.5 square miles, over 800 businesses, a resident population of 1,416, and a daytime population of over 30,000. The Brew Yard Specific Plan ("Specific Plan") will provide for the continued operation and maintenance of, and enhancements to, the Irwindale Brew Yard (the former Molson Coors Brewery), along with the complementary development of industrial, business park, commercial, warehouse, and/or distribution space on adjoining parcels. The Specific Plan will also provide for associated landscaping and open space, parking, infrastructure and site reclamation activities. Development occurring pursuant to the Specific Plan is referred to in this Project Description as the "Brew Yard Project." The Specific Plan area (the "Project Site" or "Specific Plan Area") (APNS 8533-009-025, 8533-009-026, 8533-009-027, 8533-009-028 & 8533-009-029) includes and surrounds the Irwindale Brew Yard to the west and south, including a former sand and gravel quarry that ceased operations in the late 1960s. The Project Site encompasses approximately 225.73 acres in the City of Irwindale, immediately south of the I-210 Freeway, west of Irwindale Avenue, and north of First Street/City of Azusa. Undeveloped land, including the Santa Fe Dam and commercial/industrial properties surround the Project Site. The nearest residential use is located more than 0.65 miles from the Project Site. The Specific Plan Area would be designated "Brew Yard Specific Plan" under the City of Irwindale General Plan and Zoning Ordinance. The Specific Plan would contain three (3) primary planning areas: PA1 - "Reclamation and Development Planning Area" PA2 - "Brewery Planning Area" PA3 - "Irwindale Avenue Planning Area" The goals of the proposed Tentative Parcel Map are to create five (5) numbered lots for industrial, business park, warehouse, and/or distribution building space in the Reclamation and Development Planning Area (PA1). The areas of PA1 are currently comprised of two (2) additional legal parcels totaling just less than 150 acres The area of the proposed Brewery Planning Area (PA2) is currently occupied by the Irwindale Brew Yard. The Irwindale Avenue Planning Area (PA3) would be subdivided into one (1) or more additional numbered lots. The entire Specific Plan Area will also include up to six (6) lettered lots for space to accommodate drainage, low impact development (LID) requirements, other storm-water and utility uses, and ingress and egress for the overall Specific Plan Area. City approval for the reclamation of the depleted quarry areas within PA1 would be included as a component of the Brew Yard Project. Such activities may include the excavation, importation, processing, and placement of approximately 8,000,000 cubic yards of material fill; the export of material not used for on-site fill; and the over-excavation and compaction of soil as may be required or recommended by geotechnical reports prepared for the Brew Yard Project. Sources of fill material may be obtained from one or a combination of the following sources: on-site grading; private parties; and public agencies (e.g., flood control basins and similar locations). The Brew Yard Project would redevelop the currently vacant land surrounding the Irwindale Brew Yard with up to 3,000,000 square feet of industrial, business park, warehouse, and/or distribution building space and up to 12,000 square feet of commercial space. Because the duration of the reclamation activities cannot be known with certainty at this time, it is conservatively assumed that development and long-term operation of the Brew Yard Project uses would occur concurrently with the above-described reclamation activities. Uses within the Brewery Planning Area (PA2) would focus on beverage production and compatible food and similar production uses, along with ancillary uses and structures. The Reclamation and Development Planning Area (PA1) would allow for a variety of industrial, business park, commercial, warehouse, and/or distribution tenants. The Irwindale Avenue Planning Area (PA3) would be intended for up to 12,000 square feet of commercial space, with any unused commercial square footage available for use across the remainder of the Specific Plan Area. The Specific Plan will provide for a minimum 10 percent of landscaping and/or open space within the boundaries of the Specific Plan Area. The Project will require the following discretionary and/or administrative approvals from the City: General Plan Amendment (Map) to change the current designation from "Industrial/Business Park" to Brew Yard Specific Plan. Zone Change to change the current designation from M-2 (Heavy Manufacturing) to Brew Yard Specific Plan. Zone Ordinance Amendment to add the Brew Yard Specific Plan to the Irwindale Municipal Code. Tentative Parcel Map to create at least twelve (12) lots for development, drainage, low impact development (LID) requirements, other storm-water and utility uses, and ingress and egress. Conditional Use Permit (Reclamation Plan) to allow for mining and reclamation activities in accordance with the Surface Mining and Reclamation Act of 1975 (SMARA) and IMC Chapter 17.63 "Surface Mining and Reclamation Plans". The Scope of Services to be provided by the Consultant shall include, but not be limited to, the tasks and deliverables listed below. Prepare an Initial Study. Review the entitlement application package, prepare necessary technical studies for City review, and review any supporting technical studies provided by the Applicant. Prepare and distribute the Notice of Preparation/Notice of Scoping Meeting; Draft EIR Notice of Completion/Notice of Availability; Final EIR Notice of Availability, and Notice of Determination, or other notices as applicable based on Initial Study findings. Prepare and distribute the Tribal Consultation notice and participate in any requested tribal consultation on behalf of the City. The Consultant shall assist in the preparation of the distribution list and shall be responsible for all mailings and related public noticing. Prepare a presentation for the Scoping Meeting, coordinate and assist with the Scoping meeting, and provide related documents. City staff shall arrange for a Scoping Meeting location. Consistent with the requirements of CEQA, identify potential Project and cumulative impacts, and discuss and develop appropriate mitigation measures, relative to short-term and/or long-term impacts associated with the proposed Project. Coordinate with the City Public Works/Engineering Department in the preparation of the traffic analysis. Prepare the first Administrative Draft EIR (ADEIR) for City staff review. Make all revisions to the ADEIR and prepare the screencheck Draft EIR, including appendices and exhibits, which incorporate staff's written recommendations and revisions to the ADEIR. Prepare the public review Draft EIR with appendices, exhibits, and Mitigation Summary. Respond to comments made during the Draft EIR public review period. Prepare the Administrative Final EIR (AFEIR) document addressing all written comments received by the City on the Draft EIR during the public review period. Prepare the screencheck Final EIR, including appendices and exhibits, which will incorporate staff's written recommendations and revisions to the AFEIR, including a Mitigation Monitoring and Reporting Program. Prepare the Final EIR with appendices and exhibits. Prepare draft Findings and a Statement of Overriding Consideration as necessary for City staff review and use for the Project resolution(s). Attend up to nine (9) meetings, including but not limited to: one kick-off meeting with City staff; one scoping meeting, up to four (4) meetings with Staff to discuss issues regarding the preparation of the Administrative Draft EIR, a Community Meeting, Draft EIR, responses to public comments and the Final EIR; and two (2) public hearings before the Planning Commission (one hearing) and City Council (one hearing). These meetings may a combination of in-person and virtual. Be available for and participate in conference calls/virtual meetings to discuss the project and updates as needed. Including but not limited to biweekly meetings with Irwindale Staff and the applicant as deemed necessary by City Staff. Provide peer review for technical studies provided by the applicant. The following studies/documents will be provided by the applicant and may require peer review: Hydrology Sewer Study Geotechnical Phase 1 (Environmental) WSA (Water Source Assessment) Fiscal Impact The Consultant's Technical Proposal package shall contain the following: Introduction Introduction of Project proposal including a statement of Project understanding, a discussion of how the objective of the scope of work will be accomplished, the name of the firm submitting the proposal, its mailing address, telephone number, and the name of the individual to contact, if further information is required. Any participating firms and proposed sub-consultants shall be identified and included in the proposal. Statement of Qualifications A description of the firm's capabilities and experience on similar projects. Identification of staff's capabilities and the Project Manager assigned to oversee the work; an Organization Chart showing the proposed relationships between all key personnel and the support staff assigned to the Project; the proposed responsibilities of each person on the chart, and brief resumes of all personnel assigned to the Project. Description of the firm's and Project Manager's CEQA litigation history. A description of firm's key personnel's present activities and their availability to accomplish the required services within the project schedule. Identification of any sub-consultants to be used. Information shall include the name and address of the sub-consultant, resumes of key staff proposed for the Project and the tasks to be carried out. All sub-consultants must be approved by the City. Scope of Work A description of the approach and methodology to provide the required services. Identify any supplemental tasks deemed necessary or alternatives, which may enhance the Project, reduce costs, or expedite delivery. The consultant should also identify any tasks not identified and/or mentioned in this document that would otherwise affect the successful realization of the Project. Conflict of Interest The Consultant shall disclose any financial, business, or other relationships with the City that may have an impact on the outcome of this contract or any resulting construction Project. The property owner and applicant is IBY Property Owner, LLC. The Consultant shall disclose any financial, business or other relationships with these individuals and firms. The City reserves the right to cancel the award, if any interest disclosed from any source could either give the appearance of a conflict or cause speculation as to the objectivity of the process. The City determination regarding any question of conflict of interest shall be final. Limits of General and Professional Liability Insurance Consultant shall maintain commercial general liability insurance with coverage at least as broad as Insurance Services Office ("ISO") form CG 00 01, in an amount not less than $1,000,000 per occurrence, $2,000,000 general aggregate, for bodily injury, personal injury, and property damage, including without limitation, blanket contractual liability. The policy must include contractual liability that has not been amended. Any endorsement restricting standard ISO "insured contract" language will not be accepted. Consultant shall maintain professional liability insurance that covers claims based upon, arising out of or related to the services to be performed in connection with this Agreement, in the minimum amount of $1,000,000 per claim and in the aggregate. Any policy inception date, continuity date, or retroactive date must be before the effective date of this agreement and Consultant agrees to maintain continuous coverage through a period no less than five years after completion of the services required by this Agreement. References The consultant shall provide a minimum of three professional references for the project manager and the company, for similar work performed in the last five years. Schedule of Services Provide an EIR completion schedule with project milestones. The completion schedule must show a completion and EIR certification date, no later than 12 months* after contract award. The Consultant's cost proposal shall contain the following: Firm's rate schedule for the duration of the contract. Firm's total cost to perform the work in its entirety, including a breakdown of the costs for each individual work task. Listing of any other costs charged by firm associated with providing EIR consultant services. The Technical Proposal and Cost Proposal shall be transmitted separately, with a cover letter that must be signed by an official authorized to bind the consultant contractually and shall contain a statement that the proposals are firm offers for a 90-day period. The letter accompanying the Technical Proposal shall also provide the following: name, title, address, telephone number and email address of individuals with the authority to negotiate and contractually bind the Consultant. The cover letter constitutes certification by Consultant, under penalty of perjury, that the Consultant complies with nondiscrimination requirements of the State and the Federal Government. An unsigned proposal or one signed by an individual unauthorized to bind the consultant may be rejected. Cost proposal information shall be submitted in a separately labeled file and not be included within the proposal document. Questions regarding this RFP should be directed via e-mail to BJones@irwindaleca.gov, by June 29, 2023. An addendum with answers to questions will be issued by the City after this date. Attached is a copy of a sample Professional Services Agreement. Proposers should review this agreement and provide the City with a written statement of their willingness to accept the terms of the agreement. If a proposer is unwilling to accept any terms of the agreement, the proposer should identify the term(s) and the reason(s) that such term(s) are unacceptable. The Community Development Department will initially review the proposals. Finalists will be asked to participate in an interview with an interview panel. Proposals will be reviewed and judged on the following criteria: Understanding of the Scope of Work; Experience with mining and reclamation; familiarity with SMARA; Experience with similar projects in California; Consultant qualifications, background, and experience; Qualifications and experience of the consultant's project manager and related staff assigned to this project; Qualifications of sub-consultant(s) and their role in this project (if applicable); Timeline to complete; and Cost of services. The City of Irwindale reserves the right to: Reject any and/or all of the submittals; Waive any of the provisions of this RFP; Issue subsequent RFPs or addendums; Cancel the RFP or extend the time frames; Waive technical errors in responses to this RFP; Negotiate with any, all, or none of the respondents to the RFP on terms that vary from those provided in the RFP or any Proposal; and Award the services to a provider in the City's sole discretion based on the City's evaluation of all the above criteria and not solely based on the proposed cost. The method of Contractor Selection has not been Determined at this time.
