For Professional Civil Engineering, Environmental, and Master Planning Services The State of New Hampshire, Department of Military Affairs and Veterans Services (the "State" or "Department") is requesting qualifications packets from qualified consultants to establish a contract for professional civil engineering, environmental, and master planning services in accordance with NH Revised Statute Annotated (RSA) 21-I:22. The resulting contract will bind the selected consultant(s) to the Department for services further specified in the attached documents and in accordance with the requirements of this RFQL and State and Federal laws and regulations. Consultant Inquiry Period Ends March 17, 2023 4:00 PM EST Department Responses Posted by March 22, 2023 4:00 PM EST Consultants Submit Qualifications by April 5, 2023 1:00 PM EST Qualifications packets shall not exceed thirty-five (35) pages. Interested parties must submit five (5) hard copies and one (1) electronic copy via compact disc. No thumb drives will be accepted. The designated Point of Contact for this RFQL is: Tyler Carmichael Procurement Technician Department of Military Affairs and Veterans Services Tyler.D.Carmichael@dmavs.nh.gov All communication with personnel employed by or under contract with the Department or New Hampshire National Guard (NHNG) regarding this RFQL is forbidden unless first approved by the Point of Contact. Department and NHNG employees have been directed not to hold conferences and/or discussions concerning this RFQL with any potential contractor during the selection process, unless otherwise authorized by the Point of Contact. Consultants may be disqualified for violating this restriction on communications. Any questions, clarifications, and/or requested changes (collectively referred to as "inquiries") regarding this RFQL shall be submitted by an individual authorized to commit their organization to the terms and conditions of this RFQL. All inquiries must be submitted via email to the Point of Contact by the conclusion of the Consultant Inquiry Period as specified in Section II herein. Inquiries submitted later than the conclusion of the Inquiry Period shall not be considered properly submitted and may not be considered.
