Plan deposits are refundable to all bidders submitting bids in accordance with NYS law and the terms in the Instructions to Bidders section of the Specifications. To the fullest extent allowed by law, the Owner reserves the right to reject bids that contain omissions, exceptions, or modifications, or in their sole discretion to waive such irregularities, or to reject any or all bids or to accept any bid which is in the best interest of the Owner.
