**As of May 3, 2023, project was awarded to Action Air Systems, Inc. but awarded amount is not available.** The Facilities Management Department is requesting proposals from vendors to determine if the existing HVAC system is operating effectively and efficiently at the Public Library and provide all materials, equipment, and labor for the installation of any components to upgrade the HVAC system to function properly. Bid Security in the form of a bid bond, cash, certified check, treasurer's or cashier's check payable to the Owner, issued by a responsible bank or trust company, is not required. In the event that the successful bidder refuses, fails, or is otherwise unable to enter into a contract for the work with the Owner or is otherwise in default of its bid, the amount of such bid deposit shall be retained by the Owner as liquidated damages on account of such default. The selected contractor shall furnish a performance bond and payment bond in the amount at least equal to one hundred percent (100%) of the contract price, if required. Attorneys-in-fact who sign contract bonds must file, with each bond, a certified and effectively dated copy of their power of attorney. Certificates of Insurance may be required and must be furnished by the Contractor prior to any work being performed. If any bidder contemplating submitting a proposal is in doubt as to the true meaning of any part of these specifications, he may submit requests for information and/or clarification in writing via e-mail to maintenance@mansfieldct.org by March 14, 2023. No interpretations as to the meaning of the plans, specifications, or other Contract Documents shall be made to any bidder orally. The Director of Finance reserves the right to reject any or all bids, or the bid for any one or more commodities or contracted services included in any or all bids, to waive any Informality in bids and unless otherwise specified, to buy any part or the whole from one or more bidders when it is to the Town's best interest to do so
