TRANSIT is requesting Proposals from qualified Consulting firms to perform an examination of our top rail throughout the state of NJ and provide a remediation plan to NJ TRANSIT. The firm shall examine the rail surface conditions on all NJ TRANSIT owned and operated lines for surface-initiated conditions to address potential problems. The rail surface examination should be performed using, at minimum, induction testing (Eddy Current), HD visual observations and walk behind units for testing special work and verification when needed for all lines. The firm must provide an analysis of the examination findings and recommend remedial actions. All firms submitting Proposals for this project must have related experience of a similar magnitude. NJ TRANSIT is requesting Proposals from firms with the intention of awarding a contract to the firm whose qualifications and Proposal are most advantageous to NJ TRANSIT, price and other factors considered. Background information, project description, scope of services, instructions for Proposers and evaluation criteria can be obtained by portal. Attendance at the Pre-Proposal Conference is highly recommended but not mandatory. Recipients of this RFP that do not attend may be at a disadvantage when submitting a Proposal. Potential Proposers will be required to download Microsoft Teams https://teams.microsoft.com, prior to the pre-proposal conference, in order to access the web video conference and view the presentation. All interested firms are urged to participate. The Proposer must upload its Proposal prior to the hour specified so that it is included in the project download. Late Proposals shall not be accepted or considered. This platform is the only method to submit a Proposal for this project; hard copy or emailed Proposals will not be accepted. NJ TRANSIT may not award a contract unless the Proposer has provided to NJ TRANSIT a valid business registration certificate issued by the Division of Revenue and Enterprise Services within the Department of the Treasury as required by N.J.S.A. 52:32-44 for itself and any Subconsultant(s). In addition, Subconsultants shall not engage in the performance of any work under this Contract without a valid business registration certificate. This project is also subject to P.L. 2005, c. 51 (N.J.S.A. 19:44A-20.14) and Executive Order No. 117 (2008) and Executive Order 291 ("EO 291"). This project is also subject to the Diane B. Allen Equal Pay Act (N.J.S.A. 34:11-56.13 et seq.) concerning the reporting of compensation and hours worked by employees categorized by gender, race, ethnicity, and job title. The successful Proposer will be required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 regarding Equal Employment Opportunity Laws and Regulations. NJ TRANSIT further requires that its Consultants agree to take all necessary and responsible steps in accordance with N.J.A.C. 17:13-1.1 to ensure Small Business Enterprises (SBE) have an equal opportunity to participate in the performance of this Contract. A zero (0%) SBE Goal has been assigned to this project. The Method of Contractor Selection has not been determined at this time.
