EPV's: Zone 1: Construction Cost Estimate: $33,610,000 Zone 2: Construction Cost Estimate: $3,981,000 Zone 3: Construction Cost Estimate: $5,374,0 Zone 4: Construction Cost Estimate: $3,320,364 The City of San Leandro desires to solicit qualified proposals for architecture and engineering services in accordance with this Request for Proposals (RFP). Award resulting from this RFP will be a fixed contract with an initial term of 2023, through 2028. I. INTRODUCTION The City of San Leandro is seeking an Architecture and Engineering team to design and engineer plans and specifications for the Shoreline Park project. This project is part of the Shoreline Development plan, which is a public private partnership between the City and Cal-Coast Development. As part of this development plan the City is responsible for designing and constructing a new park and lagoon where the San Leandro Marina is currently located. This RFP is to select a design team to provide the construction documents and permitting necessary to complete the City's portion of this work. II. BACKGROUND The City has an agreement with Cal-Coast Development for a project which will redevelop the area around the San Leandro Marina and construct single family homes, apartments, and a hotel. The City plans to complement this development by redeveloping the marina and adjacent shoreline into a new lagoon and park. PROJECT OVERVIEW AND OBJECTIVES In an effort to deliver to the community a park that meets the needs of the constituents, the City has performed extensive community outreach and engagement resulting in the establishment of the following key objectives: i. Welcoming to the Greater Community ii. Embracing Nature and the Bay iii. Local Drought Tolerant Plants iv. Passive Activities v. Full Day Safety vi. Multipurpose Space vii. Extension of the Bay Trail, with Separation of Bikes and Pedestrians viii. Placement of Relocated Historic Monuments SCOPE OF SERVICES The following preliminary scope of services is included as the minimum services required. Firms are encouraged to provide additional details and/or value additions to the proposed scope of services to be included in the proposal. 1. Summary of Basic Services The services shall be performed in accordance with all latest applicable codes, standards, and regulations under the direction and control of a Registered/Licensed Architect in the State of California. The Awarded Consultant will be referred to as the Project Architect (PA), and shall include the following professional services in its proposal: a. Landscape Architecture b. Marine Engineering c. Civil Engineering d. Geotechnical Engineering e. Demolition phasing and contract documents f. Development of complete project specifications g. Research and Selection of Pre-Fabricated Restrooms / Maintenance Facility / Rental Kiosk h. Wet and Dry Utility Engineering & Coordination i. Structural Engineering j. Electrical Engineering k. Lighting Design & Engineering l. Plumbing Engineering m. Signage & Graphics design n. Parking design o. Traffic safety analysis p. Codes and accessibility compliance q. All applicable permit applications and coordination including, but not limited to: i. Bay Conservation and Development Commission (BCDC) ii. Army Corps of Engineers (ACE) iii. City of San Leandro Building Dept. iv. City of San Leandro Public Works v. East Bay Municipal Utility District vi. California Dept. of Fish and Wildlife vii. Alameda County Fire viii. San Leandro Police Department ix. San Leandro Planning x. State Water Resources Control Board xi. SWPPP Design and Application xii. Bay Area Air Quality Management District r. Low Voltage Design for Site Wifi s. Basis of Design for Fire Alarm & Access Controls (as may be required) t. Site Furnishings and Equipment u. Cost estimating (50% DD, 100% DD, 50% CD, 100% CD) v. Project Specifications (Including Division 01 and coordination with City Division 00) w. Bid Support x. Construction Administration y.
