Renovation of a water / sewer project in Ontario, California. Completed plans call for the renovation of a water / sewer project.
Scope of Services Ontario Municipal Utilities Company (OMUC) is seeking professional services from a qualified firm to provide a fee proposal for the design of new recycled water distribution mains and existing systems retrofitting as follows: - New 12" recycled water main in Euclid Avenue from 4th Street to C-Street - New 8" recycled water main in D-Street from Euclid Avenue to James Bryant Park (San Antonio Avenue) - New 8" recycled water main in C-Street from Euclid Avenue to existing connection west of Lemon Avenue. - Retrofit James Bryant Park irrigation system to connect directly to new recycled water main and separate from potable water uses (e.g., drinking fountains, restrooms, etc.) - Disconnect potable water from constructed recycled water system for the Civic Center at the intersection of B-Street and Sultana Avenue. - Provide new connection to IEUA recycled water main at 4th Street and Euclid Avenue intersection, or upsize existing connection as needed. The selected Consultant shall prepare a preliminary design report and construction documents in accordance with the scope of services described in Exhibit A, Scope of Services. Other Details Bidder must attach PDF of completed Non-Collusion Declaration form in the designated submission field. The bidder shall submit an electronic copy of their technical proposal as a PDF in the "Response File" field. An electronic copy of the Fee Proposal must be submitted as a pdf in the "Cost File" field of the "Attachment" tab. (***The "Cost File" is MANDATORY and the Bid Management System will not accept your submission unless a "Cost File" attachment is uploaded.***) Electronic files shall not be larger than 100 MB. Should proposals exceed 100 MB, please separate the document into multiple files. Notes The bidder is solely responsible for "on time" submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted bids pecial Notices This is a State Prevailing Wage Project. Bidders may not bid as a prime and also submit a bid as a subcontractor. It is the bidder's responsibility to become familiar with the contract documents in their entirety. Award of contract will be made by City Council. Bidders must submit all questions pertaining to this bid through the City's Online Bid Management System, by selecting the "Q&A" tab. Questions sent directly to City Staff will not be addressed and you will be directed to submit your question(s) online. Although price is a factor in selection of supplier(s), award may not be made strictly on the basis of low bid. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so. Data entered may be "saved" or "submitted" and revised or withdrawn up to the closing deadline. This solicitation is a Request for Proposal (RFP), typically subject to negotiation, and as such award is based on multiple criteria of which price is only one element in the City's best value determination. The RFP solicitation usually requires a Response File rather than line item pricing; therefore, a bid tabulation will not be available. Information regarding proposals is publicly available upon submission of a Public Records Request following award. List of pre-bid meeting attendees will be available in the bid management system.
