The scope of the Project includes expanding the existing 2.9 MGD Water Plant 1 to a 5 MGD low-pressure membrane filtration plant including, but not limited to, the following: 1. New raw water intake structure and intake pumps 2. A new microfiltration (MF) treatment system housed in a new facility with associated mechanical, electrical, plumbing, and instrumentation improvements. 3. Equalization tank/feed water tank for the MF system 4. Chemical storage for the clean-in-place (CIP) chemicals for the MF system 5. Replacement of the high service pump station 6. Chemical storage, containment, pumps, and piping systems 7. Yard piping and associated valves, structures, and appurtenances 8. Associated electrical, instrumentation, and Supervisory Control and Data Acquisition (SCADA) improvements 9. Associated mechanical, structural, architectural, and plumbing improvements Alternate Bid Items 1. 1.5 million gallon (MG) pre-stressed concrete ground storage tank (GST) 2. Diesel Backup Generator 3. Installation and piping for fourth MF skid 4. Transfer of the microfiltration supply agreement 5. Transfer of the microfiltration supply agreement for the fourth MF skid Questions are to be submitted using the question and answer process on the procurement website. Responses to questions posted on the procurement website will be posted for the benefit of all Offerors. A response will be posted for questions submitted until 5:00 p.m. on Thursday, April 6, 2023. Offerors must submit an acceptable Bid Security with their Bids as a guarantee that the Successful Offeror will enter into a contract for the Project with the Owner within 15 days of Notice of Award of the Contract. The Bid Security must be payable to Laguna Madre Water District in the amount of 5 percent of the proposed Contract Price. The Successful Offeror must execute the Contract and bonds on the forms provided in the Contract Documents and provide evidence of insurance as required by the Contract Documents. rovide performance and payment bonds for this Project that fully comply with the provisions of Tex.
