SOURCES SOUGHT SYNOPSIS For FY23 Mouth of Colorado Maintenance Dredging of Jetty and Entrance Channels and Impoundment Basin, Brazoria County, Texas Pipeline Dredging, Shallow Draft Sources Sought No. W912HY23S0V6Z This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Galveston has been tasked to solicit for and award a project/procurement for Pipeline Dredging Shallow Draft, Mouth of Colorado, Texas, Maintenance Dredging of Jetty and Entrance Channels and Impoundment Basin, Brazoria County, Texas. One option is included. Proposed project will be a competitive, fixed price contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman-Owned Small Business. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Please NOTE this solicitation WILL require offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsiveness item. Bids/offers from contractors with a NIST score in SPRS will be considered responsive and evaluated/considered for award. Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and thus not evaluated/considered for award. FULL DESCRIPTION OF THE PROJECT TO INCLUDE: Schedule 1: Project is for Dredging of the Mouth of Colorado (MOC) Entrance Channel, Jetty Channel and Sediment Impoundment Basin with placement on beach / surf zone west of the MOC jetties. Estimated volume for channel dredging is 300,000 CY. Dredging of the MOC sediment detention / impoundment basin located between the new and old east jetties with placement on beach / surf zone west of the MOC jetties. Estimated volume is 500,000 CY. Optional Beneficial Use Beach Placement: Placement of 300,000 CY of the dredged material under Schedule 1 at the Sargent Beach Breakwaters located approximately 23 miles east of MOC Jetties. The breakwater is slated for construction Summer 2023. Optional Beneficial Use Beach Placement: Placement of approximately 500,000 CY of the dredged material under Schedule 1 at a second beach placement location at Sargent Beach approximately 28 miles to the east of the MOC Jetties. No breakwaters at this location. 1. Estimated magnitude for this effort is between $25,000,000 and $100,000,000. 2. NAICS Code 237990, Other Heavy and Civil Engineering Construction, Dredging 3. SB Size Standard, $37 M for dredging. To be considered small for purposes of Government procurement, a firm must perform at least 90 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. 4. PSC Code - Z1KF 5. Bonding Requirements - The Contractor will be required to provide the Performance and Payment Bonds within 5 calendar days after award. The contractor shall begin work within 10 calendar days after acknowledgement of the Notice to Proceed. 6. Furnish pre-award documents within 2 working day after Bid Opening. 7. Completion Time for Schedule No. 1 for this project is estimated at 81 calendar days after acknowledgement of the Notice to Proceed; Option 1, 40 additional calendar days after acknowledgement of the Notice to Proceed. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in an amount to be determined for each calendar day of delay until the work is completed or accepted. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about JUN 2023, and the estimated proposal due date will be on or about JUL 2023. The official Synopsis citing the solicitation number will be issued on FIRMS RESPONSE SHALL INCLUDE THE FOLLOWING INFORMATION: 1. Data Universal Numbering System (DUNS) & Commercial and Government Entity (CAGE) (This information can be obtained from your System for Award Management (SAM) Registration at www.sam.gov ). 2. Name of firm w/address, phone, fax, e-mail address, and point of contact. 3. State if your company is a Small Business, SBA Certified 8(a) firm, HubZone Small Business, Service Disabled Veteran-Owned Small Business or WomanOwned Small Business. Proof of Small Business Administration (SBA) registration for 8(a), Hubzone Small Business and Woman-Owned Small Business shall be provided as part of your documentation. 4. State whether your firm can provide a Bid Bond (20% of total bid amount), Performance and Payment Bond (100% of the contract amount). 5. Indicate whether your firm will submit a bid for this project if set-aside for SB, 8(a), Hubzone Small Business, Service Disabled Veteran-Owned Small Business or Woman-Owned Small Business. 6. Qualifications: Responses to this sources sought announcement shall indicate specialized experience and technical competence in: (a) Contractor must be experienced in completing work outlined under the paragraph above for "Project Information". (b) Provide information on the most recent up to five projects that demonstrate experience as a Prime Contractor of extending rock breakwater, with contract number, project location, description of work requirements, reference name and phone number for each effort. (c) Provide a list of your present commitments and completion dates. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, may not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
