Site work and new construction of a residential development in West Palm Beach, Florida. Completed plans call for the construction of a two-story above grade residential development; and for site work for a residential development.
The West Palm Beach Housing Authority (WPBHA, the "Authority" or "Owner"), is seeking signed and sealed, firm-fixed bids from qualified General, Building or Residential Contractors, (henceforth to be known as Contractor), for the described requirements associated with the turnkey construction of two (2) Single Family Homes, located on adjacent vacant lots at 438 20th Street, West Palm Beach, FL, 33407 and 437 Hogans Street, West Palm Beach, FL 33407. Construction Plans (the "plans") have been approved by the City of West Palm Beach, and shall be included in final form, or referenced in final form, in each approved Contract. Contractors are required to submit bids that are inclusive of the requirements of any and all plans affecting the Type II Alt Reverse (438 20th Street) and the Type II (437 Hogans) which are being bid, and only after consideration of the Scope of Work and associated specifications as shown herein, as well as a thorough inspection of the worksite. Any and all questions, clarifications, exclusions, conflicts and the like, shall be articulated by the Contractor in writing, prior to the submittal of its bid, such that the total requirements and conditions of the work are known to all parties. The Architect of Record, David Lawrence, of David Lawrence Architecture, Inc. (#AR0016260), has been retained to provide additional construction administration services during the bidding and construction phase of the project, if needed. The Question and Answer period commences on March 13, 2023 and ends on April 7, 2023 @ 4pm. Construction or administrative-related bid questions shall be directed to Lisa Maxwell, Director of Construction at lmaxwell@wpbha.org. As a condition of responsiveness to this solicitation, if the bidder's firm-fixed bid is valued at more than $250,000, then the bidder is required to provide, as a guarantee of its intent to contract and properly bond the work described herein, a bid guarantee in the form of a cashier's check, money order or bid bond/surety, payable to the WPBHA. The amount of the guarantee shall be equal to at least 5% of the bidder's firm-fixed bid price. If a bid bond is provided, the Surety must be a company recognized to execute bid bonds for contracts with the Federal Government. The bid guarantee will be held until the required construction bond is provided and accepted by the WPBHA. At that time, the bid bond shall be returned to the bidder or otherwise become void. If the bidder's bid amount is $250,000 or less, no bid bond will be required, and no follow-on Performance and Payment bond will be required. The WPBHA reserves the right to reject any or all bids or to waive any informality in the bidding, or to cancel the solicitation and re-bid. The WPBHA shall be the final determinant as to whether a bid is responsive and responsible. Bids may be held by the WPBHA for a period not to exceed Thirty (30) days from the date of bid opening, prior to awarding the contract.
