Demolition, site work, paving and new construction of a bridge / tunnel in Otisville, New York. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

County of Orange will accept sealed Bids for: PIN 8762.12 Highland Avenue Over Wallace Street Bridge Replacement (BIN 3364800) Village of Otisville, Orange County, NY Highland Avenue (CR 11) as it crosses Wallace Street (also known as the Otisville Viaduct) is located in the Village of Otisville, Orange County, New York. The project limits extend approximately from the intersection of Main Street at the southern approach to NYS Route 211 at the northern approach. The Work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the Work shown on the Plans and described in the Specifications including, but not limited to the following: installation of a temporary at-grade roadway to serve as an on-site detour, removal of the existing seven span steel bridge superstructure and steel piers, selective removal of concrete footings and substructure, installation of a single span precast concrete 3-sided frame over Wallace Street and a prefabricated segmental block wall system (including excavation and backfill), concrete barrier / parapet, concrete sidewalks / approach slabs, roadway pavement, curbs, curb ramps, and minimal drainage facilities. Utilities have been contacted and temporary relocations are expected to be complete before construction begins. This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on January 1, 2023 as posted on the New York State Department of Transportation's website must be followed by the successful Bidder. PIN 8762.12 is a Federally-Aided project for which there is an 10% Disadvantaged Business Enterprise (DBE) goal. The Equal Employment Opportunity (EEO) goals are 6.9% for women and 17% for minorities. There are no MWBE, residence or geographical restrictions or requirements associated with this project. The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. Access authorization to EBO portal. In the event of a conflict between Federal, State and Local requirements, applicable Federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent. Questions regarding the RFB should be emailed to GeneralServices@orangecountygov.com with questions typed in the body of the email, and the subject line "RFB Questions". All questions must be submitted by March 31, 2023 by 3:00PM prevailing time. Questions received after this time may not be addressed, unless the County elects to reopen the Questions period. Addenda will be posted on BidNet and in the New York State Contract Reporter. Bidders must acknowledge receipt of all Addenda by signing and dating the line for each Addendum as indicated on the Bid Form. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this RFB. All Addenda so issued shall become part of the Contract Documents. All Bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, Disclosures of Non-Responsibility Determinations and Contractor-Subcontractor and Affiliated Entity Relationships, and Lobbying Certifications. This is a Unit Price Bid as described in the Instructions to Bidders. No bidder may withdraw his/her Bid within forty-five (45) calendar days after the date of Bid opening. Each Bid must include security at five percent (5%) of the amount of the Bid in the form and subject to the conditions provided in the Instructions to Bidders. If NOT sending your Bid via U.S. Mail (i.e., using FedEx, UPS, hand deliver, etc.) please use the following address: Orange County Department of General Services, 255-275 Main St., Goshen, New York 10924. It is the Bidder's responsibility to clearly mark the outside of their mailing package with the RFB title and number. Faxed or E-mailed Bids are not permitted. NO LATE BIDS WILL BE ACCEPTED - NO EXCEPTIONS! The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted Bid. The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion. The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful Bidders will be required to pay the higher of the New York State or Davis Bacon prevailing wage rates as indicated in the Contract Documents. The County reserves the right to consider the Bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all Bids. All Bids are subject to final review and approval by the County Executive before any award of contract may be made. Receipt of Bids by the County shall not be construed as authority to bind the County. The County's acceptance of the lowest responsive and responsible Bid is not binding until the written contract is signed by all parties. No oral award of the Bid is binding or enforceable. The Work will be substantially completed 300 calendar days from Notice to Proceed and completed and ready for final payment on 3/24/2024. The New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C 2000d to 2000d-4 and Title 49 Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notifies all who respond to the related solicitation, request for proposal or invitation to Bid that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit Bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award.
