This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-01. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 332410 applies to this solicitation; business size standard is 750 employees. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: The 126th ARW has a requirement for 2 large boilers in accordance with the attached statement of work for BLDG 5028 at Scott Air Force Base, IL 62269. This requirement is being classified as a supply purchase with incidental construction/services (IAW FAR 22.402 (b)(2)(i)). Preparing and Submitting your Quote: Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. Include feasible delivery dates. Because there is a possibility of multiple awards, splitting the contract for the various functions, please submit separate severable quotes for each portion. The quote can also indicate any discounts for the government executing all quotes under a single contract. Preferred CLIN structure: Conference space, meals, and lodging CLIN 0001: KHB199N floor mount (or similar) boilers - 2, EA CLIN 0002: Installation Services - 1, JB The part number is listed only as an example which would work for our needs. The Lochinvar brand is being used exclusively on the ANG side of Scott AFB. As such, it will receive an automatic technical bonus in evaluations due to maintenance concerns, but other brands will not be discluded. Boilers must meet technical specs to heat the assigned building. All questions and quotes must be directed to 126 Contracting Officer via email at 126.arw.msc@us.af.mil . Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Officer. Please make quotes good for 30 days, if possible. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer's discretion. Place the solicitation number in the subject line of any email. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. Contractor positive experience with working with the 126ARW will be counted towards technical. Technical advantages will be compared to price differences. Past performance will be less than technical and/or price. All solicitation specifications are not absolute and the 126ARW will consider innovative solutions to this requirement. *if vendor wants to propose alternative layouts, configurations, or solutions to issues, the government wants to entertain these changes* Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government will seek 3rd party consumer reviews of quoted items to determine technical ratings. GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL OR MULTIPLE AWARDS. If not already registered in SAM, go to WWW.SAM.GOV to register prior to submitting quote. Upon completion of work contractor will provide the manuals, specifications, requirements, recommended preventative maintenance actions, and explanation of operation of newly installed equipment to CES maintenance personal maintaining the equipment. 6. WARRANTY OF CONSTRUCTION: Contractor shall provide all applicable warranty information for the equipment and labor provided. 7. PERFORMANCE PERIOD: Estimated Period of Performance for this project is 45 days. The 126 th Air Refueling Wing has two boilers that were installed approximately 8 years go on the "A" side of building 5028. A recent project, funded by AMC, is expanding the usable space of building 5028A. The mechanical engineering aspect of the current project was overlooked or ignored, and it has now been determined that the two boilers for that side of the building are undersized. Typically, the 126 th will have two boilers in each building with each boiler having the capacity to independently heat the building. The second boiler is a backup boiler in the event a boiler goes down or needs maintenance or repair. For maintenance and repair purposes building 5028 is unique in that there are two "sides" that operate independently from the other. The "A" side and the "B" side each have two boilers. The project entails providing all necessary material, labor, and equipment to complete necessary, repairs, inspections, and tests to ensure compliance with all local and state regulations. The system should be a complete and functioning system tested and ready for operation when work is completed. The system should have one boiler capable of heating the specified area and have a second boiler capable of the same to provide redundancy. The equipment shall be installed in accordance with approved building, plumbing, electrical, and health codes and function as specified. MATERIALS AND SERVICE: Systems shall be installed using materials of the grade and quality required to meet or exceed local or state and EPA standards. All systems must be energy efficient per current code. All work is to be done by trained, experienced individuals. Perform the following maintenance and repair items: A. Replace existing two (2) Lochinvar KBN151 boilers with two (2) NEW, larger KHB199N floor mount boilers or equivalent. B. Ensure each boiler has properly sized circulating pumps installed in each boiler loop. If it is determined larger circulating pumps are needed, then install correctly sized pumps for the system. C. Provide water test and factory analysis to ensure system is properly functioning and within compliance. If results are not in compliance with standards required by the equipment, the contractor must provide proper filtering to clean the system and restore the systems proper levels. D. Contractor will furnish and install closed loop chemical cleaner JT-3450 Closed Loop Cleaner or equivalent. Install closed loop corrosion inhibitor JT-325 Closed Loop Inhibitor or equivalent. Contractor will install new propylene glycol to achieve a 25% system concentration. The new Propylene Glycol must be 100% glycol Interstate Industrial Propylene Glycol or equivalent. These products are presently approved by Scott Air Force Base and the 126th ARW CES Hazmart. All chemicals must be submitted with the MSDS and exact quantities needed to service the system. E. Provide labor and material for any additional propylene glycol or chemical as needed. F. Provide certification of technicians before beginning work. G. Calibrate all controls. H. Contractor must ensure proper connection and operation of the newly installed equipment with the existing Direct Digital Control (DDC) system. The system is operated by the 126th Civil Engineer Squadron and maintained by the C&C Group. I. Contractor will need to ensure that the entire system for Bldg 5028A is tested and balanced to operate fully.
