Asphalt Pavement for Maintenance (RFB-OC064-23) All such reports, requests for information, questions, etc. shall be on the "Questions Form" provided in this RFB and either faxed to the Department of General Services at (845) 378-2365 or emailed on the Questions form to GeneralServices@orangecountygov.com. No questions will be entertained by any other means. All questions must be submitted by Wednesday, March 22, 2023 at 4:00 P.M., prevailing time The County of Orange (County) seeks qualified Vendor(s) to provide asphalt pavement for maintenance to the County and its various agencies and political subdivisions. This will be a MULTI-VENDOR contract award. The County reserves the right to select any awarded contractor, based solely on the needs of the County, with consideration given to cost, supplies available and location. Awards resulting from this bid solicitation are non-exclusive. All material furnished under these specifications shall be in conformance with the requirements of Section 400 Asphalt Mixture and Pavement, specifically Section 401 Plant Production and Section 404 Asphalt Pavements, of the current Standard Specification for Construction and Materials of the New York State Department of Transportation. 2. The following item shall be modified from the current Standard Specification for Construction and Materials of the New York State Department of Transportation. a. OC Shim, Modified Shim Course F3 i. Material specifications for this item shall generally conform with the requirements for NYSDOT Item 404.058901 Shim Course F9, Asphalt. However, all aggregate used in this mix shall meet Type F3 conditions. In addition, each ton of this mix shall include 300 lbs. of 1/4 " stone aggregate (by weight). The 1/4 " stone shall replace an equal amount (by weight) of the typical "Type 5" aggregate specified for shim mixtures. 3. The producer's plant shall be capable of producing, as a minimum 1,000 tons of Asphalt Pavement per day and as much material per day as called for up to this limit must be available. 4. The location of the producer's plant will be taken into consideration when contracts are awarded and when purchases are made. Generally, the County awards to all bidders within a reasonable haul distance of or within Orange County. All purchases, however, are made on a low bid basis with the determination made as follows: a. Asphalt Pavement - F.O.B. Producer's Plant i. The County of Orange and any of its Political Subdivisions making a purchase under these specifications will determine the low bidder by calculating haul cost per ton in theirtrucks and adding it to the material unit price per ton. The low bidder, by bid Item and job-site location, will be determined as a function of a combination of those costs. 5. All material furnished under these specifications shall be accompanied by a delivery ticket in accordance with Section 401-3.07. The said record tape shall indicate day, month, year and time as well as the material description (including the PG-Binder Grade), quantities of aggregate, mineral filler, bituminous material and total weight of each batch produced to the nearest 0.01 of a ton. 6. Any material furnished under these specifications which is determined to be out of compliance with said specifications shall be rejected by the purchaser (County of Orange and participating political subdivisions). It shall be the responsibility of the producer of that material to replace any material so rejected with material meeting these specifications.
