The City of Ennis will receive Statements of Qualifications (SOQs) from engineering firms to provide a traffic study and eventually design services to calm traffic on Park Street. Park Street is a relatively wide HMAC local collector street that has become notorious for vehicles traveling at excessive speeds. Adjacent city park activities and a nearby local school exacerbate concerns with the speeding traffic, and the City is interested in implementing measures to reduce traffic speeds in the interest of safety and enhancing quality of life. The traffic study should provide recommendations of traffic control devices, changes in alignment, physical barriers, or other measures to reduce speeds. A comparison showing the estimated initial costs, maintenance costs, effectiveness, advantages, and disadvantages associated with each recommended configuration or option shall be included. Site specific factors that should be considered in the analysis include special attention to the locations of two adjacent city park areas and accommodating turning movements and queuing at the Bluebonnet Hill Drive intersection during peak school traffic times for Stephen F. Austin Elementary School. Refer to Appendix A Focus Area of Park Street Traffic Calming Study. The outside of the envelope shall also be labeled: Sealed Statement of Qualifications, Attention Edward Green, 23-316-08 Park Street Traffic Calming Study. The SOQs will be publicly opened and read aloud at 2:00 P.M. on Monday, April 24, 2023, at 500 Lake Bardwell Dr., Ennis, TX 75119. SOQs shall not be received after 2:00 P.M. CDT. All questions shall be submitted via email to Edward Green, P.E. (egreen@ennistx.gov) at least 3 business days prior to SOQ opening. No respondent may withdraw his SOQ within ninety (90) days after the actual date of the opening thereof. The City of Ennis reserves the right to reject any and all SOQs and to award the contract to the respondent who offers the best value to the City.
