INTENT OF THIS SOLICITATION: The purpose of this Invitation to Bid is solicit bids for the White Building Roof Replacement Phase 2 Repairs project for construction services. Q&A (RFI) Due Date and Time 3/31/2023 2:00 PM REQUEST FOR INFORMATION QUESTIONS: All Requests for Information ("RFI") questions are to be posted under the Q & A Board Tab in the HuskyBuy sourcing event for this Project. No phone calls or RFI questions emailed directly to the Procurement Agent will be accepted. BID CLARIFICATIONS, ADDENDA, and INTERPRETATIONS: Bidders shall promptly notify the University of any ambiguity, inconsistency, or error which they may discover upon examination of the plans, specifications, or other contract documents. Any and all interpretations of the drawings, specifications, Responses to any RFIs, or other contract documents and any supplemental instructions, will be in the form of a written bid clarification/addendum, if issued, and will be posted as part of the HuskyBuy ITB sourcing event under the Buyer Attachment Tab. Failure of any Bidder to receive any such addendum or interpretation shall not release any Bidder from any obligations under its bid as submitted. ELIGIBLE POTENTIAL BIDDERS: The following On-Call $100K - $500K Roofing Contractors are prequalified and may submit a Bid for this Project: o Commercial Roofing & Contracting, Inc. o Crocker Architectural Sheet Metal Co., Inc. o Eagle Rivet Roof Services Corporation o G.L. Capasso, Inc. o Greenwood Industries, Inc. o JHS Restoration, Inc. o Silktown Roofing, Inc. o Young Developers, LLC These guidelines establish consistent standards for mitigating the spread of COVID-19 that must be undertaken by the Contractor and are intended to assist UConn in meeting its commitments. PROJECT DESCRIPTION/SCOPE OF WORK: This project entails the replacement of roofing and flashing systems, limited masonry repairs, and associated work for the George White Building. The building was constructed circa early 1950's with the dairy bar portion added later. The roof was previously replaced in the late 1980's. The Project will conform to the 2018 Connecticut State Building Code and is defined as an Alteration Type 1 per the 2015 International Existing Building Code. The construction is planned to start: JULY 1, 2023 o Construction duration: 3 MONTHS LIQUIDATED DAMAGES: Liquidated Damages of FIVE HUNDRED DOLLARS ($500.00) per calendar day shall be assessed if the Contractor fails to achieve Substantial Completion or causes delay to the Substantial Completion of any portion of the work within the Contract Time. WAGE RATES: Prevailing Wages are required for this Project if the total cost of all work to be performed by Contractor and Subcontractors is $100,000.00 or more and subject to the provisions of Connecticut General Statutes 31-53, 31-54, and 31-55. Bidders shall review Connecticut General Statutes 31-53, 31-54, and 31-55. The statutes can be found electronicallyc_31-53. Prevailing Wage Rates will be posted each July 1st on the Department of Labor Website: SELF-PERFORMANCE REQUIREMENT: If awarded this contract, the Contractor on this Project shall be required to perform not less than ten percent (10%) of the completed dollar value of the work with its own forces. SET-ASIDE REQUIREMENTS: The "Set-Aside" Requirement for this Project is that (1) not less than thirty percent (30%) of the Total Contract Price be awarded to subcontractors who are certified by the Connecticut Department of Administrative Services as "Small Business Enterprises" ("SBEs") and (2) not less than ten percent (10%) of the Total Contract Price be awarded to subcontractors who are certified by the Connecticut Department of Administrative Services as "Minority Business Enterprises" ("MBEs") (the 10% set aside for MBEs may be included in the 30% set aside for SBEs). If the Contractor is an S/MBE, then any self-performed work may be included in the Set-Aside Requirement. The Contractor is responsible for ensuring that they, and the S/MBEs they have selected, are eligible Connecticut-certified S/MBE contractors. RESERVATION OF RIGHTS: The University reserves the right to reject any or all Bids, in whole or in part, to award any item, group of items, or total bid; and to waive any informality or technical defects; if it is deemed to be in the best interest of the University *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This project entails the replacement of roofing and flashing systems, limited masonry repairs, and associated work for the George White Building. The building was constructed circa early 1950's with the dairy bar portion added later. The roof was previously replaced in the late 1980's. The Project will conform to the 2018 Connecticut State Building Code and is defined as an Alteration Type 1 per the 2015 International Existing Building Code. The work that will be required includes but is not limited to the following: o New roofing and flashing systems. o Masonry repairs. o Removal and replacement of roof drain assemblies and partial leaders. o Removal of unused or abandoned roof top mechanical units, fans, and other items. Cap resultant curbs with metal decking and replacement roof systems. o Temporary disconnect, raising, resetting, and reconnection of the existing roof top mechanical, electrical, plumbing and HVAC related equipment to facilitate roof replacement operations. o Removal and replacement of deteriorated portions of metal roof decking. Repair of surficial rust of metal roof deck that remains. o Mechanically fastening existing and replacement metal roof decking to FM Global and project specifications. o Protection of the public, building, and grounds from damage during this contract is always the responsibility of the Contractor for this project. This project entails the replacement of roofing and flashing systems, provision of metal wall panel cladding, limited masonry repairs, and associated work. The building was constructed circa early 1950's with the dairy bar portion added later. The roof was previously replaced in the late 1980's. The Project will conform to the 2018 Connecticut State Building Code and is defined as an Alteration Type 1 per the 2015 International Existing building Code. 2. Successfully perform FM Global 1-52 Uplift Testing to achieve Substantial Completion. Provide required labor, hoisting, and other required assistance to allow 3rd party testing firm access to the roof areas to perform testing. 3. Removal and replacement of roof drain assemblies and partial leaders. 4. Removal of unused or abandoned roof top mechanical units, fans, and other items. Cap resultant curbs with metal decking and replacement roof systems. 5. Temporary disconnect, raising, resetting, and reconnection of the existing roof top mechanical, electrical, plumbing and HVAC related equipment to facilitate roof replacement operations. 6. Removal and replacement of deteriorated portions of metal roof decking. Repair of surficial rust of metal roof deck that remains. 7. Mechanically fastening existing and replacement metal roof decking to FM Global and project specifications. 8. Removal of all debris caused by this Contract. 9. Protection of the public, building, grounds from damage during this contract is always the responsibility of the Contractor for this project. 10. Repair or replace landscaping including trees, shrubs or other planting disturbed during the Work of the contract with new to match existing, unless otherwise noted. Regrade and reseed any grass area damaged as a result of the Work. Repair any walkways or paved areas damaged as a result of the Work.
