Contract Documents, including drawings, and specifications for the work done. are available at the public works office located at 735 Cumberland Street, Lebanon, PA 17042. A certified check or bank draft, payable to the order of the City of Lebanon, Ne-gotiable U.S. Government Bonds (at par value), or a satisfactory bid bond execut-ed by the Bidder and an acceptable surety in an amount equal to fifteen percent be unconditionally. No bidder may withdraw sixty (60) days after the scheduled clos-ing time for receipt of bids. Attention is called to the fact that there is a requirement for minimum salaries and wages to be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The contract will be awarded to the lowest responsible bidder, but the City of Lebanon reserves the right to accept or reject any or all proposals submitted. All proposals shall be sealed and addressed as follows: SECTION 3 PROJECT - NOTICE IS HEREBY GIVEN THIS IS A SECTION 3 PROJECT OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968, AND MUST, TO THE GREATEST EXTENT FEASIBLE, UTILIZE PROJECT AREA BUSINESSES LOCATED IN OR OWNED IN SUBSTANTIAL PART BY PROJECT RESIDENTS. Bids may be held by the City of Lebanon for a period of ninety days (60) from the. date of the opening of bids for the purpose of reviewing the Bids and investigat-ing the qualifications of Bidder, prior to the awarding of the Contract. Contractor will have 120 days from the date of the notice to proceed to complete the work. The City of Lebanon has established minimum levels of participation for minority and women business enterprise (MBE/WBE) for each project in each bid category to be used solely as a guide in determining bidder responsibility. The minimum participation level for MBES is 5% and for WBES is 3%. The bidders must submit documentary evidence of minority and women business. enterprises who have been contacted and to whom made. Documentation of such solicitations and commi commitments have been shall be submitted concurrently with the bid. Those bids submitted without documentation will be considered incomplete and are subject to rejection.
