Reference Number : 1702623 Preliminary information T he Ministry of Transport and Sustainable Mobility adopted the road noise policy in 1998 with the aim of preventing and correcting noise pollution problems caused by road traffic to ensure a better quality of life for the population living in edge of the road network . In this context, the Department's Direction générale des structures is studying the possibility of installing noise barriers on highway bridge structures that comply with the standards in force. Through this call for interest, the Department wishes to measure the interest of potential bidders and to know the costs relating to the development of noise barriers that can be installed on a bridge structure. These structures are typically installed on bridge restraints that are tested to the TL-4 or TL-5 requirements of the National Cooperative Highway Research Program (NCHRP) Report 350. Description of needs Context of the call for interest This call for interest is under the responsibility of the Ministère des Transports et de la Mobilité durable. This call for interest does not constitute a competitive call for tenders. The Department would like information regarding potential suppliers of noise barriers that can be installed on a highway bridge structure. The information collected may be used in the preparation of plans and specifications for Department projects relating to road bridges. Management presentation The Directorate General for Structures (DGS) is part of the Deputy Minister for Engineering and Infrastructure of the Ministry. The DGS must support the territorial directorates general by providing technical expertise for structures (bridges, walls and culverts), in terms of design, maintenance, repair and supervision of construction works. In context The Policy on road noise of the Ministère des Transports et de la Mobilité durable is part of the protection of the environment, health and improvement of the quality of life. It comes in two (2) approaches, namely the corrective approach and the integrated planning approach. For each approach, intervention thresholds are defined. The noise pollution study and the noise impact study make it possible to define the main criteria (type of screen, location, height, width and thickness) which will guide the design of the noise barrier. Noise barriers are the most effective and most often used solution by the Department to reduce road noise. Description of need The Department would like to obtain a portrait of the various noise barrier products (materials, assembly technique, cost, etc.) that can be used on both a new highway bridge and an existing structure. Since the space available on either side of a bridge structure is limited, noise barriers are usually attached to the restraints of the road bridge. The Ministry's standard highway bridge restraint systems (Type 210 steel guardrails (ABCD and E), Type 201 or 301 concrete guardrails, and Type 211 or 311 concrete and steel guardrails) have been successfully tested. crashworthiness to NCHRP (National Cooperative Highway Research Program) Report 350 requirements and offer a TL-4 or TL-5 test level. The objective of such walls is to reduce the threshold of road noise to an acceptable level according to the standard without compromising the safety of road users and without hindering the inspection of the structures on which they are installed. The minimum lifespan required for these structures must be 75 years. The maintenance of these works as well as the repair of their elements should not be complex. In addition, these walls must allow snow removal operations in a safe manner.
