The Perry County Airport andIndustrial Authority (PCAIA),a municipal authority in PerryCounty Alabama, solicits sealedproposals for airport management services to be conductedat Vaiden Field (A08) located inPerry County, AL. The following provides thestatement of work PCAIA isseeking. To provide the following servicesto the Perry County Airport andIndustrial Authority regardingthe operation and maintenanceof Vaiden Field Airport. - Qualified personnel and equipment necessary to perform transient aircraft service from 0800- 1700 local, seven days perweek. Such services to include: o Aircraft fueling in accordancewith current FAA regulations. o Lubrication products and services. o Aircraft marshalling and parking. o UNICOM and Common Traffic Advisory Frequency (CTAF)flight monitoring for local airtraffic and advisories. o Standard FBO support, to include restrooms, pilot loungewith online access, and vendingmachines. o Ramp parking and tie-downwith towing equipment to safelymove aircraft. o Removal of disabled aircraftfrom operational areas. - Provision of comprehensivefuel management services to include management of fuel farmand fuel transactions. - Collection of General Aviationlanding fees, hangar rent, airfield use fees, and fire operationfuel flowage fee. (if applicable). - Aircraft maintenance and repair services at least five daysper week for some portion of theregular 0800-1700 operatinghours, to include: o Airframe, engine repair andmaintenance performed by acertified airframe and powerplant mechanic. o Certified personnel, tools, andequipment necessary to perform General Aviation aircraftmaintenance and repair, according to FAA regulations. o If possible, FAA 145 RepairStation authorization. - Airfield management andmaintenance, to include: oBasic airfield security, to include: + Nighttime minimal securityoverwatch of leased areas andairport parking area. + Monitoring of main gate trafficduring operating hours. + Runway, taxiway, and rampupkeep, to include: + Painted markings, e.g., runway numbers, threshold, andtaxi lines. + Standard FAA approved runway and ramp signage. + Runway and taxiway lighting. o Management of hangars, toinclude: + Buildouts + Rentals + Repairs and painting + Tenant management o Assist in drafting and submitting applications for federal andstate grants for airport improvements. o Assist in marketing VaidenField + Social Media + Signage + Aviation websites + Logo and branding. Choice of proposal will bebased upon the experience,best fit and financial terms.
