A Parks, Recreation and Community Services Master Plan is a comprehensive document
that will serve as a facilities and services road map for the next 20 years. The selected
proposal must present a detailed document and complete a series of tasks and
objectives, as follows:
Consultant shall prepare six written progress reports during the development
phase of the Master Plan. Progress reports are to be scheduled to represent
quarterly reporting of the development to the Master Plan. Progress reports will be
made available to the Lakewood City Council, the City Manager's office,
Recreation and Community Services Commission, and the general public.
Consultant shall prepare a draft Parks, Recreation and Community Services
Master Plan for review and edit by city staff on the project team. Further edits may
be made based on any public comment and input prior to and after submission to
the Lakewood City Council.
The Master Plan will include the aforementioned evaluations, analyses, findings
and recommendations, etc. of all elements necessary to develop and meet
improvements and actions starting at year 1 to year 20.
An Executive Summary should be included that outlines the process taken to
create the Master Plan as well as summarizing the research and findings. A
prioritized list of goals should be included within the summary.
The Master Plan should also include a complete outline of the vision for the city
that identifies priority, opportunities and strategies that will clarify the city's role and
confirm its mission and values.
Based on the recommended revisions, the consultant will provide a final Parks,
Recreation and Community Services Master Plan to be made available to the
public. Questions regarding the RFP shall be made by email to Valarie Frost,
vfrost@lakewoodcity.org, who is the only person authorized to explain, interpret, or
provide clarification concerning the RFP. All questions concerning this RFP shall be
submitted on or before 4:00 p.m. on Monday, April 3, 2023. Late questions will not be
considered. Questions will not be taken or answered verbally, except for during the preproposal meeting. Should answers to questions amend the RFP; the city will issue an
addendum. All responses to questions will be posted on Tuesday, April 11, 2023. Reviews all Submittals April 25 to May 12, 2023
