Site work for a bridge / tunnel in Ovid, New York. Completed plans call for site work for a bridge / tunnel.

Base Bid B (Site #381): Culvert Replacement o Removal of existing culvert o All grading and embankment in place o Installation of precast deck slab with precast headwalls o Installation of precast concrete Redi-Rock blocks or similar All projects are in the Town of Ovid. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. Contractors may bid on each Base Bid individually; however, it is not a requirement to bid on all 3 Base Bids. Meaning, it is possible to select anywhere from 1 to 3 separate contractors. Bonds will be required for each Base Bid, as it is possible for a contractor to be awarded contracts for one, two or all three Base Bids. Separate Agreements shall be issued for each Base Bid. Bidding documents will be available for general viewing at the issuing office Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Only Bidders receiving bid documents from the Issuing Office (electronic or printed) will be allowed to submit a bid to be considered for award. A pre-bid conference will NOT be held. Only written Requests For Information (RFI) will be accepted. RFI's will be accepted until 5:00 p.m. (Local Time) on March 31, 2023, at the office of the Engineer to the attention of Andrew Kosa via email: akosa@CPLteam.com. If necessary, an Addendum will be issued by 5:00 p.m. (Local Time) on April 3, 2023, from the office of the Engineer. Bid security shall be furnished in accordance with the Instructions to Bidders. Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted. This project is partially funded under U.S. Department of Homeland Security, FEMA and is subject to the applicable clauses described in Appendix II to the Uniform Rules (Contract Provisions for Non-Federal Entity Contracts Under Federal Awards) under 2 C.F.R. 200.326 and contract clauses recommended by FEMA requirements included in the contract documents. Bidders must take all necessary affirmative steps to assure that minority businesses, women's business enterprises, and labor surplus firms are used when possible, if they intend to let any subcontracts for a portion of the work. Please refer to Supplementary Conditions, Article 19.05 in these Contract Documents Bidders on this work will be required to comply with the President's Executive Order Nos. 11,246 and 11,375 which prohibit discrimination in employmentregarding race, creed, color,sex, or national origin. The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. Security for Faithful Performance: The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds written by firms licensed to do business in New York State, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents Sales and Use of Tax Exemptions: The Town of Ovid is exempt from the payment of sales and compensation use taxes ofthe State of New York and of cities and counties on all materials, equipment, and supplies sold to the Town of Ovid pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Town of Ovid pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. All bidsshall be binding for a period of forty-five (45) days after the bid opening date. The Town of Ovid reserves the right to reject any and all bids and to waive any informalities therein
