The School Board of Flagler County is seeking bids for qualified a qualified Contractor to provide Solid Waste Disposal, Single Stream Recycling and Roll-Off Services District-Wide, including, but not limited to, all labor, supervision, personnel, equipment, vehicles, fuel expense, and all other items necessary to provide the services requested. 1. Contractor shall furnish its own office/warehouse, facilities, communications, management, supervision, labor, vehicles, materials, equipment and supplies to accomplish the work specified herein. 2. Contractor shall keep all containers, regardless of size and configuration, operational, well maintained, and in good working order. They must be free of leaks, have no excessive odor, drains capped/plugged, with equipment being kept and properly placed in its assigned locations at site. 3. Contractor shall not pack, compact, release trash, purge fluids or effluent of any type, from any containers, regardless of size or configuration, while providing services at any facilities within the District. Its shall be the sole responsibility of the Contractor to provide all labor, equipment, materials, supplies and all associated cost for any site cleanup. 4. Contractor shall provide sufficient staff to insure services areas provided in compliance with all requirements, conditions, and standards as specified herein. 5. Contractor shall perform all services in accordance with these specifications, all Federal, State and local laws and ordinances pertaining to the services, and the accepted standard practices of the trade. 6. Contractor shall have a contract and route manager assigned to manage this contract. At minimum, these contract managers shall be available by phone and email during normal working hour and provide an afterhours contact. Managers must be familiar with routing, sites serviced, contract pricing, able to answer routing questions, shall be able to make routing changes, and shall be familiar with and knowledgeable about the contract. In addition, the contract manager shall be responsible for managing the monthly inspections and reports. Additional duties may be assigned to the managers based upon mutual agreement of the Contractor and FCSB. 7. Site Environment: Waste shall not remain in the container and/or scattered in the area of container. The container shall be re-placed in the designated location, after emptying. All containers must be located on solid ground (asphalt or concrete only). If waste remains and/or is scattered or spilled as a result of the tipping operation the contractor must immediately FCSB Representative and clean the area. Failure to do so shall result in a deduction from the monthly invoice at a rate of $100.00 per site. 8. Contractor shall be responsible for any missed pick-ups and have back-up equipment available to provide service as required. Missed pick-ups shall be made up the same day upon notification. Failure to make missed pick-ups the same day shall result in a deduction of $100.00 from the monthly invoice. Repeat missed pick-ups at one location and or multiple locations during an invoice period shall be considered for doubling of the deduction(s), at FCSB option. Continued repeat missed pick-ups are considered as default, and may result in cancellation of this contract. 9. All work performed and equipment used during this contract will be subject to inspection at any time by a representative of the FCSB. Any unsafe equipment and or deviation from, or failure to comply with the terms of the contract shall be corrected within 24 hours upon notification.
