Site work for a water / sewer project in Galen, New York. Design plans call for site work for a water / sewer project.

As of May 10, 2023, an architect firm has been selected and confirmed. Further details regarding design and construction have not been established. A firm timeline for construction has not been determined. The closed solicitation has been included below for reference. A detailed scope has not been released. The Village has identified a potential well site on the south side of Welch Road in the Town of Galen. The scope of this project is to develop a test well at boring TB-2 on that site to at least 78 feet. The test well will be a 14-inch borehole to 70 feet with a 10-inch steel casing centralized and cemented from the bottom. A 10-inch borehole will then be advanced a total of 8-feet to install a 10-inch telescoping screen with variable sized slotting (from 70 feet to 72 feet will be blank, 72 to 74 feet will be 0.050-inch slots, 74 to 78 feet will be 0.08-inch slots). Consultant will then conduct necessary pumping tests (Stop testing, Constant Rate test, Recovery test and NYS DOH water quality analysis). Following completion of the test well development the consultant shall prepare final production-well design. The Village of Clyde has received approval of a FY 2022 CDBG public infrastructure grant to prepare an Engineering report to advance the construction of a new well to supplement the Village's current public water supply. The Village is issuing a Request for Qualifications (RFQ) from engineering consultants/firms, pursuant to federal procurement standards (24 CFR 8S), to develop a test well at this site. Professional firms or individuals that propose to provide engineering services develop this test well and provide final design of the production well will be evaluated utilizing qualifications-based procurement procedures. Service-Disabled Veteran-Owned Set Aside: No The Consultant for this project will be selected according to the "competitive negotiation" method detailed in Section 85.36 of the Uniform Administrative Requirements (24 CFR Part 85) which governs procurement standards applicable to Federally assisted projects. This Request for Qualifications does not include price as a selection factor. The Village intends to evaluate the qualifications of the service firm or individual proposing to provide the services identified in the RFQ Scope of Services. Clyde further intends to select the firm or individual, which in the Village's judgement, is the most qualified firm, and the firm that would best serve the Village's interests, subject to negotiation of fair and reasonable compensation. In evaluating proposals, the Village shall give the following evaluation factors the following weight or relative importance in the selection process. 1. The overall capacity of the consultant or firm and the range of services and experience with similar projects. 40% 2. The technical skills and experience of the designated project manager and other individuals assigned to the project. 35% 3. Communication skills, the respondent must be able to prepare written information in a clear and concise manner and must also be willing to provide timely accurate information in response to inquiries from the Village of Clyde. 15% 4. References 10% Subsequent to reviewing and evaluating competitive proposals, the Village may, at its sole discretion, choose to interview some or all firms responding prior to final consultant or firm selection or may reject any or all proposals at its option. Clyde anticipates a fixed price contract that relates the level of payment to project completion milestones, or levels of achievement. The Village reserves the right to select, not to select, or to re-advertise for proposals. The NYS Office of Community Renewal may review Professional Services contracts. The method of contractor selection has not been determined at this time.
