Questions specifically related to the project should be communicated to Noloan Schild at nschild@rochestermn.gov no later than end of business March 29, 2023. 1.0 - Structural Engineering Condition Survey 1.1 Visual inspection of the top, bottom and vertical surfaces of all supported decks, all beams, columns, and exterior panels and sounding of all surfaces showing defects such as staining, cracking or de-lamination, per visual inspection. 1.2 Chain dragging of decks. 1.3 Inspection of previous repairs. 1.4 Visual inspection of all expansion joints. 1.5 Concrete dust samples should be taken on each deck to determine salt concentrations. 1.6 Inspect and document repairs needed in elevator/stair towers, pre-cast panels, exterior retaining systems, etc. 1.7 Prepare drawings and provide supplemental photographs as needed to document findings. 2.0 - Electrical/Mechanical Condition Survey The parking access and revenue control (PARC) equipment is not being included in the condition assessment. 2.1 A visual inspection of all electrical and mechanical equipment, including observation while it is operating and an evaluation of its condition, including elevators, HVAC and fire protection and alarm systems. The review should identify and address any building code deficiencies. 2.2 Review of repair records, equipment age, and power use and warranty documents. 2.3 Identify potential HVAC equipment or controls modifications and upgrades to reduce energy consumption. 2.4 Photometric measurement of light levels and comparison to current standards. 2.5 Evaluation of storm drainage systems as to adequacy and meeting requirements of EPA Stormwater Quality Standards. 2.6 Elevators are under a maintenance program and subject to annual State inspections. Therefore, a cursory review of the elevator inspection records is sufficient. 3.0 - General Building Survey: A visual inspection and evaluation of the following: 3.1 Traffic membrane system 3.2 Caulking, sealants, and weather stripping. 3.3 Painted surfaces and surfaces with special coatings 3.4 Signs 3.5 Doors 3.6 Windows 3.7 Roofing systems 3.8 ADA code compliance including number, dimensions of parking spaces, location, and access. 4.0 - Preparation of Final Condition Study Report Final reports for each facility will be prepared documenting the survey findings, probable causes of failures, specific recommendations, and cost estimates for repairs. The report shall also include a statement regarding professional opinion as to safety of the ramp for public use and expected remaining life of the structure. 5.0 - Preparation of Specifications and Letting of Bids The consultant shall prepare specifications and drawings for letting of bids. This work includes the preparation and advertisement for bids for the recommended repairs once they are authorized by the City Council including assisting staff in reviewing proposals and making a recommendation to proceed with a contractor. 6.0 - Management and Inspection of Work This work includes overall management of the restoration work including onsite inspection, materials testing, periodic reports, review of all requests for payment, change orders and final inspection and closeout
