The project includes asphalt pavement and concrete sidewalk demolition, new asphalt pavement and concrete sidewalk construction, new concrete bus boarding pads, roadway signing and striping, new signs and replacement of existing signs, erosion control and BMP measures, and other related improvements, and incidental construction in accordance with the plans and specifications. This Contract shall be for an initial one (1) year period. This Contract is renewable annually at the option of the County of Hawaii for four (4) additional one (1) year periods, until July 31, 2027. To be eligible to submit a bid, the Bidder must possess a valid State of Hawaii, General Contractors A License, prior to the award of the contract. Confidential Material shall be readily separable from the bid in order to facilitate public inspection of the non-confidential portion of the bid. Each proposal shall be on a form furnished by the Administrative Office, Department of Public Works, County of Hawaii. Campaign contributions by State and County Contractors. Contractors are hereby notified of applicability of Section 11-205.5, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by the legislative body. The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246, as amended shall be complied with on this project. The U.S. Department of Transportation Regulations entitled Participation by Disadvantaged Business Enterprise in Department of Transportation Programs, Title 49, Code of Federal Regulations, Part 26 is applicable to this project. Bidders are hereby notified that the Department of Transportation will strictly enforce full compliance with all of the requirements of the Disadvantaged Business Enterprise (DBE) program with respect to this project. Liquidated damages, per section 6.12 of the General Terms and Conditions for Goods and Services, dated July 1, 1994, and Section 108 of the Special Provisions will apply to this Contract. Based on the bid submitted, liquidated damages will be assessed should this project not be completed by August 15, 2023, in the amount of $1,500 per business day of delay.
