Site work and paving for a sidewalk / parking lot in Papillion, Nebraska. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Electronic bid opening will happen at the time and date listed in the Bid Information. Bid results will be immediately available on the online bid system under the bid documents tab. All bids submitted shall be valid for a period of ninety (90) days following the final date for submission of bids. Sarpy County will not be liable for costs incurred by Vendors for proposal preparation, printing, demonstration, or any other costs associated with or incurred in reliance on proposal creation. All such costs shall be the responsibility of the Vendor. The bids shall include all charges and applicable taxes, F.O.B. Destination, freight prepaid, Sarpy County, Nebraska. The Vendor need not include sales tax in the bid. Sarpy County will, upon request, furnish the successful Vendor with a completed State of Nebraska Tax Exempt Form 13 upon acceptance of the successful Vendor's proposal. The Sarpy County Board of Commissioners reserves the right to reject any or all bids and to waive minor informalities. In the event of conflict between unit price and extended price, unit price shall prevail. Sarpy County is tax exempt and will provide the proper form upon request. Procedures for Evaluation and Awarding of Bid Evaluation will be done by Sarpy County Purchasing along with personnel from other departments. After evaluation the Purchaser will make a recommendation to the County Board of Commissioners for award. This recommendation and pending award will be made at a public meeting of the Board of Commissioners. Agendas are available each Friday afternoon on our internet site www.sarpy.gov. The Commissioners award the bid by majority vote. The following factors will be used to consider the award of the bid, where applicable: a) Compliance with all requirements. b) Price. c) The ability, capability, and skills of the Vendor to perform. d) The character, integrity, reputation, judgment, experience, and efficiency of the Vendor. e) The quality of previous performance. f) Whether the Vendor can perform within the time specified. g) The previous and existing compliance of the supplier with laws. h) The life-cost of the personal property or services in relation to the purchase price and specified use. i) The performance of the personal property or service taking into consideration any commonly accepted tests and standards of product, service, usability and user requirements. j) The energy efficiency ratio as stated by the supplier. k) The life-cycle costs between alternatives for all classes of equipment, the evidence of expected life, the repair and maintenance costs, and the energy consumption on a per year basis. l) Such other information as may be secured having a bearing on the decision. Terms and Conditions 1. Bid Bond Each electronic bid must include an electronic bid bond in the amount of five percent (5%) of the bid price and must be payable without condition to the Sarpy County Treasurer, to protect Sarpy County against failure to deliver materials as bid. The bid bond must be attached in the attachments tab. The selected Vendor's security will be retained until satisfactory delivery of performance bond and all contract documents are signed and received. All other Vendor's security will be retained for 30 days after bid award. If bid bond as herein set forth is not received with the proposal, the proposal may not be considered. Every request for such interpretation or correction should be in writing through the online bid system or by email to Renee Frankman, rfrankman@sarpy.gov This project is for design, fabrication, and installation of four (4) parking shelters to cover 47 stalls in the existing controlled-access parking lot of the Sheriff's Office located at: 8335 Platteview Rd., Papillion, NE 68046. The parking area to be covered is primarily used for parking of Sheriff cruisers, full-size SUVs, and 3/4 ton pick-up trucks. The current parking lot structure is: 1. Parking lane A: a. Single row, b. 14 stalls, c. Perpendicular stalls, d. Parking stalls are, measured from center of lines: 10'6" width x 20' depth, e. No exposed light poles in parking area, f. No wheel stops, g. Stall ends at curb to landscaping, h. Two End Islands, one island shared with Parking Lane C, i. No ADA or motorcycle parking. 2. Parking Lane B: a. Double row, b. 10 stalls per side, c. Perpendicular stalls, d. Nose to nose parking stalls, e. Two end islands, one island shared with Parking Lane D f. No exposed light poles in parking area g. No wheel stops, h. Drive thru capability, i. No ADA or motorcycle parking. 3. Parking Lane C: a. Single row, b. 5 stalls, c. Perpendicular stalls, d. Parking stalls are, measured from center of lines: 10'6" width x 20' depth, e. No exposed light poles in parking area, f. No wheel stops, g. Stall ends at curb to landscaping, h. Two End Islands, one island shared with Parking Lane A, i. No ADA or motorcycle parking. 4. Parking Lane D: a. Double row, b. 4 stalls per side, c. Perpendicular stalls, d. Nose to nose parking stalls, e. Two end islands, one island shared with Parking Lane B f. No exposed light poles in parking area, g. No wheel stops, h. Drive thru capability, i. No ADA or motorcycle parking. 1. The Contractor shall coordinate the work schedule with designated County staff. The work location and staging area will be in the controlled access parking lot. 2. Contractors, having had opportunity to view the project site, accepts the site conditions. 3. Contractors accept the scope of work. If a contractor has any questions or objections, these shall be raised during the bidding process or the contractor waives any differing site conditions. 4. The Contractor accepts that any drawings provided by the County are for reference only and actual locations and measurements may differ. 5. The Contractor shall secure all necessary permits. Permit fees to be paid for by the Owner. 6. The Contractor shall be responsible for verifying the location of all buried public utilities. Contractor shall coordinate with Owner to verify the location of all buried private utilities. Geothermal and electrical investigation markings from 2/21/2023 remain on the parking lot surface. See also the as-built drawings included with this opportunity. 7. The Contractor shall provide necessary temporary fencing and flagging to alert people to the construction and erection of the parking shelter. a. Contractor shall remove installed temporary fencing after construction and erection is complete. 8. The Contractor shall take special care to avoid any damage to Owner's property. a. The Contractor shall repair any damage to landscaping, parking lot, or any other Owner's property caused by Contractor during the project. b. Any required repairs are to be made with no charge to Owner. c. Contractor shall remove all trash, debris, and excess soils. 9.
