Work consists of but not limited to the following: Redevelopment of Well No. 3 and Well no. 4 including high velocity jetting, swabbing, air liftings and test pumping, motor repairs/maintenance, reworking of stuffing box, replacement of pump bowl assemblies, replacement of 8" x 1 1/4 " column assembly including all other necessary incidental work. The Bid Receipt Date will be at least 10 days after the advertisement date. Project award will be made to the lowest responsible bidder within 60 days of the bid opening. The successful lowest responsible Bidder must comply with all provisions of N.J.A.C.7:22-9.1 ET SEQ., Rules and Regulations for Awarding Contracts for State Assisted Projects to Small Business Concerns Owned and Controlled by Economically Disadvantaged Individuals (included within). The successful lowest responsible Bidder shall comply with the project plan developed by the sponsor to fulfill SED utilization requirements, as defined in the Small Business Act 15 U.S.C. 637(a) and 637 (d), and any regulations promulgated pursuant thereto. Bidders are required to comply with the requirements of P.L. 1975, c.127. This contract or subcontract is expected to be funded in part with funds from the "New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Financing Program" Project #1532002-008 for all work associated with well rehabilitation. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Financing Program nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3,4,5,9 and 10. In accordance with N.J.A.C. 7.22-3.17(g), all applicable surety bonds required in connection with the advertisement and award of building contracts or subagreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Bids may be submitted by mail or in person at any time prior to the time for receiving and opening the same. Bidders are required to comply with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. A Bid Bond drawn to the order of the Borough of Tuckerton in an amount equal to ten percent (10%) of the amount of the bid must be submitted with the proposal as bid security, but not more than $20,000.00. The successful bidder will be required to furnish a Performance Bond for the amount of the total bid within ten (10) days from the date of written acceptance of his proposal. Certificates of Insurance will also be required. The Borough of Tuckerton hereby reserves the right to consider the bids for sixty (60) days after the receipt thereof. The Borough further reserves the right, which is understood and agreed to by all bidders, to reject any or all bids submitted, but any contract awarded will be to the lowest responsible bidder based on the lowest Total Bid Amount and to make such awards or take such action as may be in the best interest of the Borough.
