Site work and new construction of a playground / park / athletic field in South Holland, Illinois. Working plans call for the construction of a playground / park / athletic field; and for site work for a playground / park / athletic field.

**As of May 03, 2023, bids received were rejected as they were over the budget. Project will rebid but no definite date yet.**  Bids to be considered shall be deposited in the locked bidding box located in the lobby of the Village Hall. Bids will be publicly opened and read immediately. No bid shall be withdrawn after the opening of the proposals without the consent of Village of South Holland for a period of sixty (60) days after the scheduled time of closing bids. The Contractor and its subcontractor(s) shall pay to all laborers, workmen and mechanics performing work on this Project not less than the prevailing rates of hourly wages for work of a similar character in the locality in which the work is performed and not less than general prevailing rate of wages for legal holidays and overtime work in the performance of work under the contract, as established by the Illinois Department of Labor, and shall comply with the requirements of the Illinois Prevailing Wage Act (820 ILCS 130/1 et. seq.) and with the requirements of the Illinois Employment of Illinois Workers on Public Works Act (30 ILCS 570/.01 et. seq.). If the Department of Labor revises the prevailing rate of hourly wages, the revised rate shall apply to the Contract. The prevailing rates of wages are revised by the Illinois Department of Labor and are available on the Department's official website. The Contractor shall be required to furnish sufficient insurance to the Village of South Holland against any and all claims which might arise for damages to persons or property due to the negligence of the Contractor or Subcontractors, or their officers, agents, employees or servants, during the construction of said improvement and until the said improvement has been finally accepted as complete by the Village of South Holland. The Owner reserves the right to reject any and all proposals or bids. The Owner reserves the right to reject any and all proposals or bids. A. This project titled "Paarlberg Park, New Public Restrooms Building" consist of the following major elements: 1. New Public Restrooms Building, consisting of a single story storage room and two single user toilet rooms; 2. Tie-ins to existing site utilities; 3. All other work indicated in the project manual for this project. B. Work on this project will be awarded to one prime contractor per bid package as determined by the Owner. A. Each prime contractor shall have supervision on site during the performance of their own work, as well as that of their contractors. This person shall attend weekly coordination meetings as well as conduct their own safety and coordination meetings with their contractors. This person assigned by each prime contractor to complete this supervision shall remain the same throughout the duration of the project. B. Provide all work and materials in compliance with the intent of the specifications. C. Provide all layout work required for proper execution of work under your respective bid package. D. Provide labor for cleanup of debris and waste associated with your bid package. Contractor shall reimburse Owner for any failure to clean up debris or waste associated with their work. E. Comply with scheduling requirements issued by the Architect/Owner. F. If a contractor bidding any of the work contemplates the usage of overtime for their crews, that contractor shall include the cost of premium time and associated costs for other contractors affected by the overtime schedule. G. Parking for workers shall be as designated by the Architect/Owner. Site access shall be as arranged and designated by the Architect/Owner. H. Contractor shall include any temporary protection of their work as required due to anticipated weather conditions during the proposed construction time frame. I. Each contractor, and each of their contractors and suppliers, are responsible for establishing and maintaining a safety program compliant with all applicable laws and regulations, including OSHA. This contractor, and each of their subcontractors, is responsible for all construction means, methods, techniques, safety, sequences, procedures, and coordination for all portions of this trade work. This contractor to provide all required lifts, cranes, ladders, etc. for own trade work. J. Contractors are to provide for their own temporary power needs unless the Contract Documents specifically indicate otherwise. K. This contractor has reviewed the contract construction schedule and is aware of various operations necessary to complete this scope of work, which may not be in one continuous operation. This contractor acknowledges and accepts that the sequence of the project schedule may be revised/ vary, but the contractor acknowledges and accepts that the work required by this contractor can be completed in durations detailed on the project schedule. This contractor agrees to provide materials, equipment and manpower as required to work with the Architect, Owner, and other trade contractors to complete all project scope work in accordance with the contract construction schedule. L. All areas of work shall be coordinated with the prior to commencing any work on-site. This contractor is aware of existing building conditions and has included the necessary resources to complete all scope trade work promptly per the contract construction schedule. M. This contractor to include costs for multiple mobilizations to the jobsite with labor, equipment, lifts, hoisting equipment, cranes, resources, etc. to complete all trade work. Phasing will be based on the contract construction schedule. N. This scope of work shall be used in conjunction with other narratives found in the Contract Documents. In the case of a discrepancy, the Owner shall be entitled to the greater amount, higher value or more inclusive scope regardless of where indicated. Resolution of discrepancies shall be based upon the best interest of the Owner with final determination by the Architect. O. The Building Permit is to be provided by others. Provide any other locally required /trade specified permits required to complete this work including cost and fees associated with local / trade specific permits. Provide any and all closeout documentation or testing reports required by agencies having jurisdiction over this work. P. This contractor shall be responsible for protection of all existing work in place. All costs incurred by other trade contractors for repairs and/or replacement of their work directly attributable to negligence of this contractor shall be reimbursed by this contractor. Q. This contractor to provide all submittals as required by the contract documents /Shop Drawings, Product Data, Mock-Ups & Samples, etc. and applicable technical specification in compliance with the project construction schedule. All submittals to be provided electronically for review and approval within two (2) weeks receipt of Notice to Proceed / Letter of Award. After approval contractors to provide three (3) hard copies of all submittals for use by the Architect. Physical samples as required by the construction documents are to be promptly provided for selection and/or verification. R. Contractor shall include layout for this trade work from benchmarks and control points provided by others. If the aforementioned control points are destroyed by this contractor these points will be replaced and the costs will be back charged to this contractor. S. This contractor is responsible to provide daily clean up and debris removal associated with their bid package from site. T. All costs associated with moving and/or trucking equipment to and from the jobsite are included in this contractor's work along with all required horizontal and vertical hoisting for this trade work. U. This contract includes the cleaning of existing streets, drives and pavements of dirt and debris caused by own trade work and from suppliers' vehicles, including use of a commercial street sweeper and / or any hand labor as required, or as determined necessary by Architect. V. As-built drawings, operation / maintenance manuals, Owner training, and closeout documentation as required in bid documents are specifically included in this contract work and shall be due at substantial completion of each phase / floor area. All Close out documents are to be provided in both paper and electronic forms (PDF.) W. Contractor cost proposals for all scope changes provided throughout the building process shall include all applicable quantities, unit costs, labor rates, overhead, fee & associated product cost to ensure a complete presentation for Architect/Owner review. X. Executed project contract agreement must be returned to Architect within 7 business days of issuance. Contractor's AIA Payment & Performance Bond form A312 must be forwarded to Architect within 7 business days following receipt of the contract agreement. Y. Certificates of Insurance with scheduled policy Additional Insured Endorsements, Safety Programs, and MSDS data sheets must be submitted to Architect within 7 days of acknowledgement of a Letter of Award or within 7 days receipt of a contract agreement whichever is sooner. Z. All trade contractors will be required to communicate through Architect's web-based Project Management system. This authorized use / access shall include but not be limited to submittals, RFI's closeouts, warranties, availability of drawings and specifications and for general project communications. AA. All contractors are required to provide waivers of lien / bond in form consistent with unconditional sample waivers included in the bid documents and/ or as determined by Architect. This includes upfront contractor and / or material supplier waivers of lien / bond. BB. The contractor shall be responsible to follow Federal, State and Local health guidelines as related to COVID-19 promoting a safe work environment for all employees including sub-contractors. This includes, but is not limited to, following all screening guidelines, wearing of masks, social distancing, etc. The contractor shall promptly notify FQC in the event any employee, or contractor employee tests positive for COVID-19. CC. Alternates Reference Note / Section 01 23 00: Not all alternates affect every trade, all trade contractors should review listed alternates and provide the cost for their Bid Package work as it relates to each alternate. Note: circle the proper Add or Deduct for the change on the bid form. If alternate does not affect your work, place NA in the blank.
