The work generally consists of : mobilization, traffic control, AC cold milling, AC overlay, slurry seal, striping as needed. The Agency reserves the right, after opening bids, to reject any or all bids, or to make award to the lowest responsible bidder and reject all other bids; to waive any informality in the bidding; and to accept any bid or portion thereof; and to take all bids under advisement for a period of forty-five (45) days. Bids will be compared on the basis of the engineer's estimate of the quantities of the several items of work as shown on the plans. Only such plans, specifications, and items of work as are appropriate shall apply to the work as bid. The AGENCY hereby affirmatively ensures that minority business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, sex or religion in any consideration leading to the award of contract.
