Renovation of a municipal facility in Saint Cloud, Minnesota. Completed plans call for the renovation of a municipal facility.
Site Directions: 2305 Minnesota Boulevard St. Cloud, MN 56304 The work will be done under one prime contract that includes: General, Mechanical, and Electrical construction. The following summary is a general guide to the scope of work. It should not be construed as a detailed list of work included in the contract. Remove existing mezzanine hangers to relieve severely overstressed channels and beams. Install new columns and beams under mezzanine for support. Complete reroofing of Areas B1, B2, and B3; including structural, mechanical, and electrical modifications as indicated on the Drawings. This solicitation has been designated to be awarded to a State of Minnesota Targeted Group (TG), Economically Disadvantaged (ED), or Veteran-Owned Small Business. ONLY responses received from Contractors that are TG/ED/VO certified through the Department of Administration, Office of Equity in Procurement, will be considered. This solicitation includes qualification requirements. Attachment C of the Response Form contains the qualification requirements for the solicitation. Qualification requirements include, but are not limited to: Responding company has completed as a Prime Contractor the work for at least 3 contracts which have achieved Substantial Completion since March 2018, for construction of similar scope of work. Each of these contracts MUST have had a construction value of $250,000 or greater. Project Manager and Job Superintendent listed each has had at least 3 contracts which have achieved Substantial Completion since March 2018, for construction of similar scope of work. Each of these contracts must have had a construction value of $250,000 or greater. All questions should be submitted no later than 2:00 PM, CDT, May 16, 2023. The State is not obligated to answer questions submitted after the question due date and time A. Remove existing mezzanine hangers to relieve severely overstressed channels and beams. Install new columns and beams under mezzanine for support. 2. Complete reroofing of Areas B1, B2, and B3; including structural, mechanical, and electrical modifications as indicated on the Drawings. 3. Background checks are required for all Contractor personnel prior to accessing the site, including pre-bid and pre-construction meetings. Refer to Construction Schedule and Site Access and Availability information herein for additional information. a. All contractor personnel are required to submit MN Department of Corrections Application for Access to MN Correctional Facilities/Sites (included at the end of this Section). The deadline for submitting these applications is 12:00 PM, March 28, 2023 for contractors attending the pre-bid meeting. Upon Contract award, all contractor employees intending to be on site during construction must submit completed applications. B. Existing Roof Construction: Refer to the Drawings 1. Refer to the Drawings for existing roof system information. 2. The existing roof system materials are based on information obtained at on site test cut locations. 3. No asbestos-containing roofing materials were discovered during destructive test cuts. 4. Refer to Section 01 70 00 for information regarding examination of the existing construction. C. Roofing - The work includes, but is not limited to the following: 1. Remove existing roofing materials down to the concrete deck. 2. Remove obsolete penetrations and cover openings as indicated on the Drawing 3. Replace existing roof-related wood blocking slated for reuse if it contains more than 19 percent moisture, shows evidence of rotting, or is otherwise in a condition that provides an unsuitable substrate to receive new materials. a. Include 1,000 board feet of wood blocking replacement in the Base Bid. 4. Prime the concrete deck. 5. Install new isocyanurate insulation layers and high-density cover board in low rise foam adhesive as detailed on the Drawings. 6. Install a fully-adhered 90-mil EPDM membrane and flashings. Provide a 30-year NDL full system warranty. 7. Install new roof drains, scuppers, overflow scuppers, downspouts, splashblocks, splash pans, and access ladder posts as shown on the Drawings. 8. Install color-coated galvanized steel flashings at the details. D. Mezzanine: 1. Remove hanger rods from the underside of the deck to the mezzanine. 2. Install new structural columns below the mezzanine, relocate and modify one interior window, and trim and repair partition wall with new gypsum board sheathing. 3. Relocate electrical wiring/conduit as required to install new structural columns. 4. Patch and paint all disturbed surfaces from demolition to match adjacent surfaces. Install gypsum board wrap and paint at new columns. E. Install 3/8" cement board over the interior brick parapet walls, followed by two layers of 3/4" plywood and flush seam metal panels. F. Construct new steel stud parapet with plywood and spray foam insulation. G. Clean and tuck point granite cap stones with new sealant, backer rod, and mortar.
