Site work and new construction of a mixed-use development in Normal, Illinois. Conceptual plans call for the construction of a 5,000-square-foot, four-story above grade educational facility; for site work for a educational facility; laboratory facility; and laboratory facility.

Illinois State University (ISU) is seeking professional architectural and engineering services from firms who have experience in higher education state of the art STEM classroom and laboratory academic facilities. ISU is planning a multi-phase project including demolition of an existing greenhouse, new construction of a relocated greenhouse for temporary and permanent use, and construction of a new STEM building with rooftop green house facilities. This advertisement is directed to the architectural and engineering support services needed to complete the construction documents for public bidding including construction documents, specifications, bid services and construction administration services. Needed services and brief scope of work include: Architectural, Mechanical (HVAC) Engineering, Plumbing Engineering, Electrical Engineering and Structural Engineering. Project Scope Phase 1 scope is to build a 5,000 GSF Greenhouse at FS 715 Raab Road. The planned total building program will be shared with the successful selected consultant A/E team. Phase 2 scope involves constructing a new 4 story building with a greenhouse and head house at the top of the building. The site will be located at the current existing Greenhouse and abandoned equipment site. The building is designed to have up to 9 Science Labs that can be either research or teaching labs. Some laboratories would be built out with the greenhouse and head house as part of the initial building construction. The remainder of these labs would be shelled out. The planned functional building space allocation and layout consultant A/E team. Architectural and/or engineering firms interested in submitting their qualifications should have demonstrated knowledge, experience, and expertise with facilities of this typology. The designers and any required sub-consultants will be responsible for completing programming and developing a comprehensive construction budget and schedule for the entire project. As a project funded by the University, the following are required: Complete A/E 3D Building Information Modeling (BIM) during the entire design process ISU will continue to maintain and follow all Illinois Procurement Code Regulations and Rules. Any submittals received after the identified due date and time will not be accepted or evaluated. This bulletin is the only official source of documents for this bid. Clarifications or modifications to drawings or specifications will be posted via addendum. To give questions appropriate consideration and to give bidders time to respond to the resulting clarifications, the University requires that all questions be submitted no later than 4:30pm Wednesday, April 5th, 2023 to Steve Russow at serusso@ilstu.edu If the list of University-supplied NIGP commodity codes excludes a code that a prospective respondent or BEP-certified vendor believes should be included with the solicitation, additional codes may be requested and must be submitted by the question deadline for this solicitation. These requests should be made through a commodity code addition form supplied by the University buyer assigned to this solicitation. Email the buyer to obtain this form. If requested, additional University-supplied commodity codes may be added to the Utilization Plan by addendum at the Universitys discretion.
