The City of Carrollton Parks and Recreation Department (PARD) invites Landscape Architecture, Park Planning, and other Parks and Recreation affiliated firms to submit their qualifications and a proposal for an update to the 2014 City-wide Parks and Recreation Master Plan related to the future delivery of parks and recreation services for the City of Carrollton (City). The City has a population of approximately 140,000. The City recognizes the need to establish a framework for the future design and development of the parks system within the City. The Parks and Recreation Master Plan will serve as the guideline for prioritization of future allocation of resources based upon the demand and use by the citizens of Carrollton as well as maintenance and structuring of current infrastructure, staff, and fiscal resources. Parks and Recreation manage 1,250 acres of land and water, 38 athletic fields, 29 playgrounds, 16 restroom/concession buildings, 19 pavilions, 20 miles of trails, as well as over 2,082 irrigation valves located throughout city facilities, parks, right of ways and medians. Within recreation and leisure services, we are responsible for the two spray parks, one aquatic facility, two recreation centers, one senior center, one tennis center with 15 satellite courts, one nature center, one historical homestead museum, one 36-hole golf course, several special events along with a wide range of recreational and competitive programs which services our community. Please review the complete list of facilities and services listed in the attachment section of the bid documents. PARD will provide base mapping for each park site and a City-wide map for use by the consultant. The base map will be in digital format utilizing ArcGIS.
