Conceptual plans call for site work for a playground / park / athletic field; sidewalk / parking lot; for paving for a sidewalk / parking lot; and for outdoor lighting for a playground / park / athletic field.

The Borough of Mahanoy City is requesting proposals from qualified engineering firms to provide design, contract and construction administration, and related engineering services for Kaiers Park Improvements Ph IV, funded by the Department of Conservation and Natural Resources through the Community Conservation Partnership Program - State Parks and Outdoor Recreation - ARPA. The Borough intends to designate an Engineer which it deems most qualified based upon the following criteria: firm's technical competence in similar work, firm's capacity or availability to perform work in specified timeframes, professional qualifications, local presence, record of past performance and familiarity with the DCNR Program. Award shall be made only to the qualified, responsible consultant that has the ability to perform successfully under the terms and conditions of a proposed contract. The Borough intends to negotiate a fee with the selected engineering firm. Should such negotiations prove unsuccessful, the Borough may then negotiate with the next firm it deems most qualified or it may issue another Request for Proposals. The scope of engineering services includes the gathering of existing site features and dimensions, and the layout and design of the proposed improvements including the installation of play equipment with required safety surfacing, lighting and utilities, ADA access, landscaping, project sign and other related site improvements. Professional services include the preparation of plans, details, specifications, and bid documents, along with the preparation and submittal for approval of all required DCNR project related documents via the DCNR portal. Contract Administration includes preparation and uploading of bidding documents to an electronic bidding platform, answering bidding questions, issuing addenda if necessary, reviewing bids and recommending bids and preparation of project contracts. Construction Administration includes reviewing and approving submittals, conducting a pre-construction meeting, issuing notice of award and notice to proceed, routine site visits during construction to ensure work is progressing in accordance with the plans and specifications, conducting pre-final and final inspections, processing applications for payments, and change orders if necessary, preparation of required DCNR close out documents and submittals and all necessary coordination and communication throughout the entire project. Project must be completed and closed out with DCNR by December 31, 2025. Construction is preferred in 2023.
