In general, the work consists of: demolition and replacement of existing aboveground storage tanks (ASTs) and 37 associated fueling systems (dispensers, card reader, electrical supply, fuel system controller). The system will be 38 replaced by two 1000-gallon Flameshield aboveground storage tanks (ASTs), and new dispenser island with all appurtenances required for a fully functional, code-compliant, turn-key fuel dispensing and monitoring system. During AST removals, tank system site assessments (TSSAs) will be conducted by the A/E if contamination is observed during demolition. The final demolition limits will be restored by reinforced concrete or asphalt pavement. The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsins prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. These changes take effect for projects advertised for bid after September 23, 2017. This change does not affect the Federal Davis Bacon Act requirements. All potential bidders must become certified by DOA prior to submitting bids on state construction projects with budgets over $50,000. All bids received from contractors who are not certified will be rejected. These changes take effect January 1, 2014.
