State College BoroughRequest for Proposals Architectural/Engineering Services Bellaire Court Rehabilitation 2023 The Borough of State College (Borough) requests proposals for comprehensive, professional Architectural/Engineering Services for rehabilitation of Bellaire Court Apartments, an 18-unit rental complex for elderly, at 729-763 Bellaire Ave., State College, Centre County, PA. A successful offeror will have experience in conducting energy audits, implementing energy efficiencies, and designing and managing residential rehabilitation in occupied rental housing, and in projects subject to federal Community Development Block Grant (CDBG) regulations. Minority (MBE) and Women (WBE) owned businesses and Section 3 business concerns are encouraged to respond.
