Renovation of a hospitality development in Dayton, Ohio. Completed plans call for the renovation of a hospitality development.

Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The Bond shall be in an amount of 100% of the bid amount to the aforesaid Montgomery County Board of Commissioners or by certified check, cashier's check, or letter of credit upon a solvent bank in the amount of not less than 10% of the bid amount in favor of the aforesaid Montgomery County Board of Commissioners. Bid Bonds shall be accompanied by Proof of Authority of the official or agent signing the Bond. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. All legal forms in bid book should be used and/or acknowledged when submitting a bid including all required Community Development Block Grant (CDBG) forms. Each bidder must submit evidence of its experiences on projects of similar size and complexity. All contractors and subcontractors involved in the project will to the extent practicable use Ohio products, materials, services and labor in the implementation of the project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required, as well as Executive Order 11246 as amended Federal requirements for MBE/WBE and Section 3 utilization goals shall apply with Montgomery County, Ohio's goals being 11.5% for MBE participation and 6.9% for WBE. A good faith effort must be documented. Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions. The County Commissioners reserve the rights defined in the Instructions to Bidders, including, but not limited to the right to reject any or all Bids and to waive any irregularities of Bids, should same be to the advantage of the County. No bidder may withdraw his bid within sixty (60) days after the actual date of the bid opening thereof. Pre-Bid All potential bidders shall pay particular attention to the following provisions: a) The bidder shall examine the plans and specifications prior to the pre-bid conference and be ready to raise questions concerning any unclear matter in the bidding process. b) The bidder recognizes that the purpose of the pre-bid conference is to resolve ambiguities, inconsistencies, errors or omissions in the contract documents, and interpretations thereof shall be made with a preference to the accomplishment of the purpose of the contract, without additional cost to the Board.
