o contractor or subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015, unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5, or unless the contractor or subcontractor qualifies for an exception from this requirement, for bid purposes only, as set forth in Labor Code section 1771.1(a). If contractor or subcontractor believes that such an exception in 1771.1(a) applies, it must provide the applicable exception(s) in its bid proposal. Even those contractors or subcontractors who qualify for an exception under 1771.1(a) must be registered with DIR at the time of award, if such award is made on or after April 1, 2015. No contractor or subcontractor may be awarded a contract for public work on a public works project awarded on or after April 1, 2015 unless registered with DIR pursuant to Labor Code section 1725.5. The scope of work is comprised of removing the existing interior coating and applying a new coating. Appurtenant work shall include, but not limited to: sealing seams, repairing corrosion, replacing specified equipment, installing new gaskets, installing new roof supports, rafter bracing, replace inlet piping, vent screen, lower weir and overflow piping, and removing and installing a new cathodic protection system. The expected completion date of the project is 120 consecutive calendar days after receipt of the Notice to Proceed The Walnut 2 West Water Storage Tank is a welded steel above ground tank that was constructed in 1991. The tank is approximately 93.5 feet in diameter by 40 feet high, providing a nominal capacity of 2.0 million gallons. It is one of two tanks on the site and it is the tank closest to the access road. The structure has a name plate in place. The tank shell has four (4) courses connected to a pitched roof. The roof plates are supported internally by a structure consisting of column and beam rafters. The beams rest on welded shell clips and a center column cone. The tank has one roof center roof vent, and multiple shell manways, including a flush clean-out. The tank rests on a concrete ring wall with anchoring. The tank has rigid pipe connections. The overflow has a weir, pipe, and screened air-gap. There is a non-functioning impressed current internal cathodic protection (CP) system installed, but no external CP system is in place. SV-U2316.SPC It is believed that all of the interior linings are the original coatings applied. The lining must be tested by the Contractor and if the coatings are found to be hazardous, Contractor must handle and dispose of in accordance with California Code of Regulations, Title 8, Construction Safety Order No. 1532.1 (CFR 1926.61), and California Administrative and Health code, Title 22. The Proposal shall be submitted and the work shall be performed by a State of California Class A licensed contractor in strict conformance with Specification No. SV 23-16, and now on file in the City's Department of Public Works and the office of the District Secretary. Copies of plans and specifications may be obtained by prospective bidders from the Department of Public Works at 2929 Tapo Canyon Road, Simi Valley, California 93063, upon the payment of $10.00, plus $20.00 for handling and mailing fees, if mailed. All questions concerning the bid document should be directed to the Rob Herr, Assistant Engineer/Waterworks, Department of Public Works, at (805) 583-6871. The District reserves the right to determine and waive non substantial irregularities in any proposal, to reject any or all proposals, to reject one part of a proposal and accept the other. The bid shall be balanced so that each bid item is priced to carry its share of the cost of the work and also its share of the contractor's overhead and profit. The District reserves the right to delete any bid item to the extent that the bid is qualified by specific limitation. An unbalanced bid shall be considered as grounds for rejecting the entire bid. The District further reserves the right to make award to the lowest responsive and responsible bidder as the interest of the District may require. In accordance with the provisions of Division 2, Part 7, Chapter 1 of the California Labor Code, the California Department of Industrial Relations has established the general prevailing rates' of per diem wages for each craft, classification, and type of work needed to execute contracts for public works and improvements. The per diem wages published at the date the Contract is advertised for bids shall be applicable.
