The Project involves the construction of DNT Segment 4 Wall Stabilization Project for totally 12 walls as identified in Table 1 below: Huitt-Zollars, Inc. was selected to provide Professional Engineering Services for investigation, development of remedial alternatives and preparation of plans, specifications and engineer's estimate (PS&E) for wall stabilization. The Project is under the engineering design phase. The wall rehabilitation might include but not limited to drill shafts, restraint beams, tied back anchors, and/or combination of each. The intent of this RFQ is to select ONE (1) most qualified firm to provide Construction Management and Construction Material Testing Services for the Project. Request for Qualification for Construction Management and Material Testing Services for the Construction of DNT Segment 4 Wall Stabilization from Stonebrook Parkway to Eldorado Parkway. The North Texas Tollway Authority (NTTA) invites experienced and qualified firms to submit their qualifications to provide the Construction Management and Material Testing Services for the DNT Segment 4 Wall Stabilization (the "Project") to NTTA in accordance with the terms of this RFQ. A firm that seeks to be awarded the contract (the "Contract") under this RFQ will be referred to as a Respondent. A submission made in response to this RFQ will be referred to as a Response. This RFQ includes the Scope of Work and other requirements for the Project that NTTA has determined are pertinent to the preparation of a Response. NTTA intends to award a Contract on the basis of the Respondents' demonstrated competence and qualifications to perform the services required for the Project for a fair and reasonable price. The professional fees under a Contract may not exceed any maximum provided by law. The form of the Contract NTTA intends to utilize for this procurement is included with this RFQ. However, NTTA reserves the right to modify the attached form of the Contract as NTTA deems necessary or advisable for particular requirements of the Project. NTTA is a regional tollway authority governed by Chapter 366 of the Texas Transportation Code authorized to acquire, construct, maintain, repair, and operate turnpike projects in the North Texas region. NTTA serves its member counties of Collin, Dallas, Denton, and Tarrant and is responsible for the NTTA System of toll roads in the region, including Dallas North Tollway, President George Bush Turnpike, Sam Rayburn Tollway, SH 360, Addison Airport Toll Tunnel, Lewisville Lake Toll Bridge, Chisholm Trail Parkway, and Mountain Creek Lake Bridge. NTTA is governed by a nine-member board of directors (Board) with two members appointed by each of the four NTTA member counties. A ninth member is appointed by the Governor of Texas. With the requisite approval, NTTA will enter into negotiations with the most highly qualified Respondent to attempt to negotiate, for a fair and reasonable price, a Contract in the form attached to this RFQ, subject to modifications acceptable to NTTA in its sole discretion. NTTA may decline to consider any proposed modification to the Contract form, including any additional language requested by Respondent that was not expressly included in the Respondent's exceptions to this RFQ as set forth in its Response. If negotiations are unsuccessful and, in NTTA's sole judgement, further negotiations are unlikely to result in a Contract acceptable to NTTA, NTTA will provide formal written notice to Respondent terminating negotiations, and, with the requisite approval, NTTA may then attempt to negotiate a Contract for a fair and reasonable price with the next most highly qualified Respondent. NTTA will continue this process until it reaches an acceptable agreement at a fair and reasonable price or it decides to reject all Respondents and terminate all negotiations. When an agreement is reached, a contract will then be approved and signed by appropriate NTTA parties.
