PEMBROKE HOUSING AUTHORITY STRICKLAND HEIGHTS ELECTRICAL UPGRADES INVITATION TO BID Separate sealed bids for the Pembroke Housing Authority, Strickland Heights Electrical Upgrades will be received at the following address: Pembroke Housing Authority, Administrative Building, 606 Lumbee Street, Pembroke, NC 28372, at the stroke of 1:00 PM. local time, Thursday April 13, 2023, and then opened and publicly read aloud. This is a Section 3 covered assistance contract with the work including, but not limited to the following: 1. Upgrades to Electrical Devices in Homes in the Strickland Heights Community By submission of a bid, the bidder agrees, if his bid is accepted, to enter into a contract with the Housing Authority in the form included in the contract documents to complete all work as specified or indicated in the contract documents for the contract price and within the contract time indicated in the Information for Bidders (IFB) included in the contract documents. The bidder further accepts all of the terms and conditions of the IFB including (without limitation) those regarding deposit of bid guarantee. The bid shall remain open for the period specified in the IFB, must be independently arrived at, and be prepared in accordance with the Instructions to Bidders (form HUD-5369). In addition, the HUD-required certifications must be completed and submitted as part of the bid (see form HUD-5369-A). The bid price(s) shall be included as provided in the IFB included in the contract documents. Unless otherwise specified in the IFB, all prices shall be on a firm-fixed-price basis and are not subject to adjustment based on costs incurred. Bidders should be advised that, prior to award of any contract, the Pembroke Housing Authority reserves the right to conduct a pre-award survey for the purpose of determining the bidder's responsibility and capacity to perform the contract. This survey may include review of subcontracting agreements, financial capacity, and quality of work performed on other contracts. All bids must be signed and dated. If a joint venture is submitting the bid, each joint venturer must sign the bid. Late bids will be handled in accordance with the form HUD-5369.
