The Savannah District Corps of Engineers is requesting information regarding the market capabilities of potential contractors that can perform transmission and distribution (T&D) repair services in support of the Puerto Rico power stabilization effort. This project fits within the overall framework of restoring and improving the power system in Puerto Rico. There is interrelated work being performed by Federal Emergency Management Agency (FEMA) Puerto Rico Electric and Power Authority (PREPA), LUMA Energy (LUMA) and other USACE contracts. This request does not obligate the Government in any way to post a solicitation or award a contract. This is not a solicitation. This posting is a Sources Sought Notice only. This project will provide for a small-business set-aside under the applicable NAICS code 221121 Electric Bulk Power Transmission and Control, with a size standard of 500 employees. The request for Information sheet should be completed and submitted no later than April 10, 2023 at 11:00 am, Eastern Standard Time (EST). SCOPE OF WORK: The power situation in Puerto Rico was unstable prior to Hurricane Fiona. While Hurricane Fiona was not a wind event, it was a significant rain event that caused major damages to the power grid and exacerbated the already unstable nature of the system. Currently, the frequency of outages is significantly more than the industry standard. As such, the people of Puerto Rico experienced at least 20 load shedding incidents during 2022. The industry standard is a load shedding event every 10 years. The proposed acquisition to fulfill this requirement is to award one Multiple Award Task Order Contract (MATOC). The estimated total contract value of the MATOC is $49 Million with a one (1) year Base + four (4) 1 year option periods of performance. Services for this requirement are classified under the North American Industry Classification System (NAICS) 221121 Electric Bulk Power Transmission and Control and 221122 - Electric Power Distribution. Work performed will be subject to the Service Contract Act. This contract will include all labor, materials, and supplies necessary to correct a wide variety of deficiencies at power generation and transmission facilities throughout the Commonwealth of Puerto Rico that are owned or operated by PREPA or LUMA. This contract will not include work on components or systems located outside of PREPA or LUMA facilities (such as along roadways or other utility rights of way). PREPA and LUMA facilities typically generate power at medium voltages such as 13.8KV and typically connect to the power grid at 38 Kilovolt (KV), 115 KV, and/or 230 KV. Task orders issued under this contract may include testing, assessment, diagnosing, repair, replacement, addition, commissioning, etc. of any inoperable, unreliable, undersized, or otherwise deficient components that are necessary for the reliable generation and transmission of power at these facilities including the following: - Combustion generators - Steam generators - Combined cycle generators - Paralleling gear - Battery banks - Rectifier battery chargers - Power conductors, both insulated and open air - Electrical grounding and lightning protection systems - Control and communication conductors, including fiber optic - Poles and standoff insulators for mounting conductors - Conduits - Transformers, including generator step up and substation - Oil circuit breakers - Vacuum circuit breakers - Switches - Enclosed switchgear - Potential Transformers (PT's) and Current Transformers (CT's) - Line traps - Control relays - Generator and substation control systems (hardware and software) Work may also include the repair, replacement, or addition of ancillary systems at these facilities that support power generation and transmission such as metering, monitoring, communications, fuel, demineralized water, chemical treatment, emissions control, and wastewater. Requirements span the entire island of Puerto Rico including switchyards, substations, and transmission centers at Aguirre, Mayaguez, San Juan Centeral, Jobos, Cambalache, Vega Baja, Yabucoa, Viaducto, Sabana Llana, Canas, Monacillos, Manati, Bayamon, and Ponce. Performance work statements will be developed for each site, and work will be accomplished through task orders. The Government must be able to verify SBA certification of HUBZone, 8(a), and SDB via the System for Award Management (SAM) (http://www.sam.gov/) Please provide examples of three (3) projects within five (5) years that each demonstrates at least one of the following technical capabilities (Of the 3 projects, please provide at least one that demonstrate each technical capability, and at least one that has been performed within the Commonwealth of Puerto Rico or the U.S. Virgin Islands). If this experience cannot be provided, please provide other criteria that you think would be useful for the Government to consider. - Project experience with procurement and installation, repair, and/or replacement of transmission and distribution equipment rated to at least 230kV or greater within existing transmission and distribution facilities including substations, transmission centers, and/or switchyards. - Project experience with procurement and installation, repair, and/or replacement of transmission and distribution equipment rated to at least 115kV or greater within existing transmission and distribution facilities including substations, transmission centers, and/or switchyards. The method of contractor selection has not been determined at this time.
