Site work and paving for a sidewalk / parking lot in Stratford, New Jersey. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Sealed bids will be received by Borough of Stratford for Various Borough ADA Improvements project in Stratford, Camden County, New Jersey. Locations: Borough Hall, Justice Center, Senior Center and Library. Base Bid Item: Borough Hall: The two (2) sets of storefront main entrance doors shall be demolished and two (2) new storefront main entrance automatic slider doors installed in the same location. Existing conditions shall be observed prior to bidding so bidder can be aware of any potential conflicts that are readily observable on the exterior/interior of the building. The two (2) sets of storefront main entrance doors with side lites to be removed in their entirety. Contractor to install new storefront main entrance automatic slider doors, side lites, threshold, automatic door opening/closing equipment in the same rough openings. Contractor to restore interior and exterior finishes if damaged due to the removal of the existing storefront main entrance door units. All materials are required to be on site prior to start of construction. Work shall be preformed as such that the new storefront main entrances is installed into its opening on the same day the existing entrance system is demolished. The contractor shall run power for the door units back to the existing electrical panel or alternate power source to be determined by a New Jersey licensed electrician. The contractor shall install all door and automatic operator equipment listed on the plans, including all wiring and electrical connections to provide a fully operational door units. The existing intercom system to remain. Justice Center: The storefront entrance door shall be demolished and a new storefront main entrance door and ADA access controls installed in the same location. Existing conditions shall be observed prior to bidding so bidder can be aware of any potential conflicts that are readily observable on the exterior/interior of the building. The storefront main entrance door with a side lite to be removed in its entirety. Contractor to install new storefront main entrance door, side lite, threshold, ADA access/egress equipment in the same rough opening. Contractor to restore interior and exterior finishes if damaged due to the removal of the existing storefront main entrance door unit. All materials are required to be on site prior to start of construction. Work shall be preformed as such that the new storefront main entrance is installed into its opening on the same day the existing entrance system is demolished. The contractor shall run power for the door unit back to the existing electrical panel or alternate power source to be determined by a New Jersey licensed electrician. The contractor shall install new ADA automatic door opener, outside bollard with push button and interior wall mounted push button, wiring, electrical connections, and all related access equipment. The contractor shall install all door and handicap access equipment listed on the plans and provide a fully operational door and handicap access system. Senior Center: The storefront main entrance shall be demolished and a new storefront main entrance installed with ADA access controls. The entrance into the main community space shall be demolished and new door unit installed with ADA access controls on both doors. Existing conditions shall be observed prior to bidding so bidder can be aware of any potential conflicts that are readily observable on the exterior/interior of the building. The storefront main entrance with side lites and the wood doors to the main community space to be removed in their entirety. Contractor to install new storefront main entrance, side lites, threshold, door closure, ADA access/egress equipment in the same rough opening. Contractor to install new hollow metal frame and solid wood doors with vision panel, door closure, ADA access/egress equipment on both doors to be in the same rough opening. Contractor to restore interior and exterior finishes if damaged due to the removal of the existing storefront main entrance and the wood doors and frame. All materials are required to be on site prior to start of construction. Work shall be preformed as such that the new storefront main entrance is installed into its opening on the same day the existing entrance system is demolished. The contractor shall run power for the door units back to the existing electrical panel or alternate power source to be determined by a New Jersey licensed electrician. The contractor shall install new ADA automatic door openers, outside bollard with push button and interior wall mounted push button, wiring, electrical connections, and all related access equipment. Library: The two (2) storefront main entrance door units shall be demolished and two (2) new storefront main entrance door units installed with ADA access controls. Contractor to restore interior and exterior finishes if damaged due to the removal of the existing storefront main entrances. All materials are required to be on site prior to start of construction. Work shall be preformed as such that the new storefront main entrance is installed into its opening on the same day the existing entrance system is demolished. The contractor shall run power for the door unit back to the existing electrical panel or alternate power source to be determined by a New Jersey licensed electrician. The contractor shall install new ADA automatic door openers, outside bollard with push button and wall mounted interior push button, wiring, electrical connections, and all related access equipment. The contractor shall install all door and handicap access equipment listed on the plans and provide a fully operational door and handicap access system. Deadline for submission of bidder questions to Bach Associates is April 7, 2023 @ 4:00 PM. Borough of Stratford reserves the right to consider the bids for sixty (60) days after the receipt thereof, during which time no bids may be withdrawn, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality and make such awards or take action as may be in the best interest of Borough of Stratford. Bids must be on the bid form prepared by Bach Associates, PC, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Mr. Bill Bray, RMC, Borough Clerk, Borough of Stratford, 307 Union Avenue, Stratford, New Jersey 08084. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by Borough of Stratford in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid, in accordance with N.J.S.A. 18A:18A-24, naming as payee or obligee, as applicable, Borough of Stratford to be applied in the event that the bidder would default on the bid or in providing the required bonds and insurance certificates. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by Borough of Stratford in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by Borough of Stratford in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. (P.L. 1975, C. 127) and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act) and 42 U.S.C. 12101, et. seq. (Americans with Disabilities Act of 1990). The contractor is further notified that he must comply with P.L. 1977, C. 33, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with P.L. 1999, C. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with P.L. 2004, C. 57 and submit proof of business registration and submit proof of business registration for any named subcontractor's in accordance with the act. Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. seq. This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et. seq. This contract is subject to the provisions of P.L. 1975, Chapter 127, NJAC 17:27 Laws Against Discrimination. Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions, and the requirement for a payment bond and performance bond for 100% of the contract price. The right is reserved to reject any or all proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of Borough of Stratford, is the lowest responsible bidder and to waive such informalities as may be permitted by law. Business entities are advised of their responsibility to file an annual disclosure statement of political contributions with the New Jersey Law Enforcement Commission (ELEC) pursuant to the requirements of N.J.S.A. 19:44A-20.27 (New Jersey "Pay-To-Play" Law) if they receive contracts in excess of $50,000 from public entities in a calendar year. Business entities are responsible for determining if filing is necessary.
