The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following: The office of the Village Administrator, Village of Milan, 11 South Main Street, Milan, Ohio 44846 or Richland Engineering Limited, 29 North Park Street, Mansfield, Ohio 44902. In order to bid this project you must be a plan holder of record with Richland Engineering Limited. The Village of Milan reserves the right to reject any and/or all bids, to waive any informalities in any bid, and to determine the lowest and best bidder. Each bidder must deposit with their bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said Surety. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexty. The Owner intends and requires that this project be completed by May 1, 2024 from the Notice to Proceed. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Bidders must comply with the prevailing wage rates on Public Improvements in Erie County and the Village of Milan as determined by the US Secretary of Labor and Davis Bacon Act.
