The North Carolina Capital Area MPO is inviting qualified consulting firms or persons to submit Statements of Qualifications, Interest, and Experience in examining operational requirements for the CSX maintenance facility in downtown Apex, including anticipated future needs, and performing an alternatives analysis with the purpose of identifying a location that is more appropriate for the maintenance facility. The intent behind this effort is to address the safety, traffic congestion, diesel engine emissions, vibration, and noise issues created by the CSX switching operations in downtown Apex. RFQ Question Submittal Deadline - 11 AM EST April 5, 2023 CAMPO Responses Posted By 5 PM EST April 6, 2023 Tentative Candidate Selection Early May 2023 Contract Negotiations May - June 2023 Anticipated Notice to Proceed July 2023 The analysis and recommendations should align with community goals, plans, and policies and the reports should refer to relevant documents, in particular the S-Line TOD Study, the NCDOT S-Line Mobility Hub Feasibility Study, Advance Apex Comprehensive Plan, and the Metropolitan Transportation Plan (MTP). It is anticipated that a Notice to Proceed will be issued no later than end of July 2023. All work and invoicing should be completed by June 30, 2024. The method of Contractor Selection has not been Determined at this time.
