THIS IS A PRESOLICITATION NOTICE ONLY PRESOLICITATION NOTICE- 36C25524R0106 - Correct Electrical Deficiencies, 589A4-23-104 Scope of work: The General Description: The project currently includes multiple facets of electrical distribution system improvements that address system reliability and operation. Construction phasing is an integral part of the project and must be carried out carefully during the entire length of construction to keep the entire hospital fully functional. This requires close coordination between different stakeholders and working after hours and on weekends as necessary. Below is a summary of the improvements. Branch Separation The electrical system serving the Hospital is generally separated into 3 essential branches: Life Safety Branch, Critical Branch, Equipment Branch. These essential branches are to be dedicated for their specific purposes as defined by NFPA 99. This dedicated configuration requires separation of each system in a manner that prevents failures of one system from affecting another system. Each automatic transfer switch (ATS) in the system receives one of these 3 designations. Although these branches are currently well established at the electrical distribution level of the VA Columbia facility, many branch panels throughout the buildings contain a blend of associated branch circuits. In general, each distribution system branch serves the following purposes: Life Safety Branch Circuits Required for Defend-in-Place or Evacuation (egress lighting, fire alarm, etc.) Critical Branch Circuits Required for Patient Care (critical lighting, critical receptacles, nurse call, etc.) Equipment Branch Circuits Required for Mechanical/Gas Equipment supporting Patient Care (AHU, VAC, etc.) For correction, the Design has cross referenced availability of conveniently located panels for branch circuit correction. Existing panels are being used for the associated circuit re-feed where the existing panel is appropriate for location and capacity. In instances where existing infrastructure is not convenient for circuit re-feed, new panels are being provided. Essential Loads During review for branch separation compliance, some essential loads were also found served from the normal branch. In a similar manner, these essential loads are being included in a circuit re-feed. Redundant Circuits VA Columbia has experienced difficulties with reliable operation of power supply to some of the more integrated building systems and has identified that redundant circuits would be desirable for those system control panels: Building Automation, Physical Security, Pneumatic Tube Systems, and Nurse Call. Some are currently served from a normal source, and some currently served from an essential system source. To provide for enhanced redundancy to these essential systems, a second redundant circuit from an alternate source is being provided for each equipment panel location. A toggle-switch will provide operational selection between the two sources. End-of-Life There are portions of the distribution system that have not been updated and contain equipment that is obsolete with replacement or new components no longer being manufactured. Replacement of that equipment is included. Capacity Two automatic transfer switches are in large capacity 1600A configurations. This consolidated capacity configuration limits reliability and extends the impact of any interruption to a greater portion of the facility. Subsequently the downstream distribution is also reaching full capacity for connectivity of additional circuits. The project further divides these two transfer switches into smaller 800A pairs to improve the distribution system. Serviceability In a number of instances branch panels at multiple floors are served from a shared feeder riser with no individual means to disconnect the panel from the riser. Service and operation would require interruption of the entire riser for de-energizing a single panel. Individual disconnects are being provided to allow for singular disconnection when servicing. Temporary Operability Portable generator connection provisions are being added to the Chiller Plant. The existing electrical gear is being expanded to allow for a temporary generator connection. The temporary generator connection will be made at a new switchgear circuit breaker in the existing gear and cabled outside. A tie breaker will be installed in the existing electrical gear to allow for the generator connection to be turned off for a safe installation. Electrical Working Space Working clearance is required in front of electrical distribution equipment to provide adequate safe workspace when maintaining and operating components. Existing panelboards generally have adequate working space. There are several locations in the A and B area that have small obstructions in the working space. Major obstructions in the working space are being improved. Phasing Implementation of distribution system improvements will impact campus operations and safety and will require an installation approach that minimizes disruption of existing building activities. New infrastructure will first be added and energized, allowing for one-by-one migration of individual branch circuit improvements. The Estimated range to complete this work is $5,000,000.00 to $10,000,000.00. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (General Construction Contractors), with a small business size standard of $45.0 million. The duration of the project will be 1,230 calendar days from Notice to Proceed to include contract closeout. This completion period includes submittals, all construction work, final inspection, cleanup of the premises and completion of as-built drawings and close-out documents. Award will be made utilizing the Lowest Price Technical Acceptable (LPTA) Best Value type. Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. Offerors are responsible to monitor and download all Solicitation documents, Specifications, Drawings from the Sam contract opportunities website: https://sam.gov/content/opportunities and any amendments that may be issued for this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, SBA Veteran Small Business Certification (VetCert) Registration, prospective contractors must be registered in SAM and in the SBA Vetcert databases under the applicable NAICS. Firms may obtain SAM information at https://sam.gov/content/home and SBA VetCert https://veterans.certifysba.gov. The solicitation package and drawings should be available for download on or about July 22, 2024, and the proposal due date will be on or about August 21, 2024. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
