Military Trail, West Palm Beach, FL 33410 Magnitude of construction is between $1,000,000.00 and $5,000,000.00. NAICS is 236220 Commercial and Institutional Building Construction, Size Standard of $36.5M. Service Code Z1DA. Project Description: Provide all labor, materials, tools and equipment, and design-build services necessary for design and construction of a project titled "Parking Garage Stairwell Upgrades and Repair". The project involves the upgrade and repair of various deficiencies within the 9 parking garage stairwells, located in the West and East parking structures of the WPB VAMC Campus. This solicitation will be evaluated on a Trade-Off basis. As stated elsewhere in this solicitation, this procurement is a two (2) Phase Design/Build IAW FAR Part 36.3. One solicitation will be issued covering both phases. In Phase I proposals will be evaluated to determine which offerors will submit proposals in Phase II. Block 13 A refers to Phase 1 Proposals. This requirement is 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). AT THE TIME OF PROPOSAL SUBMISSION, interested contractors MUST be actively registered in the following databases: System for Award Management: https://www.sam.gov The SBA Veteran Small Business Certification (VetCert) at https://veterans.certify.sba.gov Department of Veterans Affairs Center for Veterans Enterprise (CVE , All references to "Bid" or "Bidder" shall be understood to mean "Offer" or "Offeror". 2. DEFINITIONS a. Design-Build (D/B) as defined by the Department of Veterans Affairs (VA) is the procurement by the Government, under one contract, with one firm or joint venture (JV) as identified in your basic contract, for both design and construction services for a specific project. b. Contracting Officer Representative (COR): The COR responsible for administering contracts under the immediate direction of the Contracting Officer. c. Design Build Contract: This term, as used herein, refers to the Contract to perform the design and construction of the project. d. Contractor: This term, as used herein, refers to the contractor under this contract or the D/B team. 36C24823R0109_1 Page 8 of 75 e. AE: This term, as used herein, refers to the Architect-Engineer firm(s)that are a part of the D/B team, also referred to as D/B/AE. 3. MAGNITUDE OF CONSTRUCTION: Between $1,000,000.00 and $5,000,000.00. 4. Site Visit: Site Visit date to be announced by Amendment. 5. OFFER ACCEPTANCE PERIOD: Offers providing less than one-hundred and twenty (120) calendar days for Government acceptance after the date offers are due will not be considered and will be rejected. 6. REQUESTS FOR INFORMATION: RFI date to be announced by Amendment. 8. SPECIFICATIONS AND DRAWINGS: All applicable specifications and drawings will be provided electronically with this Request for Proposal. No hard copies will be made available to proposing contractors. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
