The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Contract Documents. Allowance for Fuel Price Adjustment, for Hot Mix Asphalt, If Needed 1 LS Digital copies of the Bid Documents will be provided and may be obtained at no cost by contacting Pennoni Associates, by e-mail at DDownes@Pennoni.com with a cc to ABorstad@Pennoni.com. Bids must be made on the standard Proposal form in the manner designated therein providing three (3) complete bid document packets and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township of Woodland, and must be accompanied by a Certified Check, Bid Bond or Cashier's Check drawn to the order of the Township of Woodland for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. A bid guarantee shall be submitted and accompanied by an executed consent form from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the place on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit the bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All remaining bid securities will be returned after awarding and signing of the contract and approval of the Contractor's Performance Bond. The Township of Woodland reserves the right to reject any or all Bids, in whole or in part, or to make awards to such bidder or bidders, who, in the judgment of the Township of Woodland makes the most advantageous bid and to waive such informalities as may be permitted by law. In accordance with P.L. 2021, c. 301 a contractor submitting the lowest bid for a contract that is subject to the Prevailing Wage Act, if that bid is 10 percent or more lower than the next lowest bid, to certify to the public body that the prevailing wage rates required by the Act shall be paid. The prevailing Wage Act, Chapter 150, Laws of 1963, applies to this proposal. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. A. Note: Echelon paving is required for surface course paving performed after October 31 or if ambient temperatures are below 40 degrees Fahrenheit. B. The work for this project consists of the following items: FY2021 Base Bid 1. Display NJDOT posters on site. 2. Milling the existing cartway, grading and compacting. 3. Performing roadway base repairs as directed by The Engineer. 4. Replace existing curb with Vertical Concrete curb as denoted on plan. 5. Replacing handicap ramps and installing new sidewalk as shown on the plans and where directed. 6. Installing thermoplastic striping and traffic markers at the locations shown on the plans. 7. Installing 3" HMA 12.5M64 surface course. 8. Installing 4" wide double yellow line striping. 9. Resetting castings to proper grade as needed to complete the improvements shown on the plans. 10. Restoring disturbed vegetated/lawn areas. As a minimum, all lawns shall be restored with topsoil, fertilizer, seed, and mulch. Other materials shall be restored in-kind. 11. Providing all necessary traffic directors and traffic control in accordance with the MUTCD. Police Department must be contacted for any closure. FY2022 Base Bid 1. Mill the existing cartway, grading and compacting. 2. Performing roadway base repairs as directed by The Engineer. 3. Installing Type "A" Bicycle-safe grates as shown on the plans. 4. Installing 2" HMA 12.5M64 surface course. 5. Installing 4" wide double yellow line striping. 6. Resetting castings to proper grade as needed to complete the improvements shown on the plans. 7. Restoring disturbed vegetated/lawn areas. As a minimum, all lawns shall be restored with topsoil, fertilizer, seed, and mulch. Other materials shall be restored in-kind. 8. Providing all necessary traffic directors and traffic control in accordance with the MUTCD. Police Department must be contacted for any closure. The above description of work outlines the general items and distribution of work, and should not be construed as being all-inclusive. B. Prior to beginning construction the Contractor shall have arranged for the videoing by a professional commercial photographer, of the existing site condition and adjacent public and private improvements. Two copies of the video shall be provided to the Owner prior to the start of construction. No separate payment shall be made for videotaping but the cost thereof shall be included in the unit prices bid for the various items listed in the bid proposal form. C. Work contained in the Contract shall include, but not be limited to, the following items: 1. Location of all existing utilities within the project limits. 2. Notifications of all property owners affected by construction regarding parking and access to their homes, businesses and driveways. 3. Maintenance and protection of traffic within the project area for the duration of the project. 4. All other work of any type or description necessary for the completion of the project, whether or not specifically shown on the plans or called for in the specifications herein.
