The Bay County Board of County Commissioners (County) seeks bids from qualified vendors to provide roadside beautification along Chip Seal Parkway at the Panama City Beach Sports Park for the Tourist Development Council (TDC). The project will include the planting of various trees and ground cover in accordance with the attached PCB Sports Park Beautification Project Plans, TDC Landscape Beautification Chip Seal Parkway Temporary Traffic Control Plans, and Bay County Engineering Division Right-of-Way Construction Permit. Scope of work includes installation of all plants, tree, irrigation, mulch and required MOT to safely install plantings and irrigation within proposed construction. Irrigation to be installed to ensure overspray will not enter travel lanes. This can be completed through means of drip irrigation, directional heads with sprinkler splash shields. Irrigation design should be submitted to Landscape Architect for review. Contractor shall warranty irrigation and plantings from one year of installation. Any permits for irrigation to be acquired and paid for by the vendor and shall be included in the lump sum bid price. Bidders electing to submit paper bids should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. The County will check the bids and notify the selected bidder at the earliest opportunity. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. QUESTIONS: Bidders shall submit all questions, in writing, to the Purchasing Department via email Purchasing@baycountyfl.gov, the Bonfire portal, or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) on Friday, April 21, 2023. Vendor shall possess a current and valid Florida License by the Florida Department of Agriculture and Consumer Services (FDACS) during the entirety of the contract term as required for the application of herbicides, pesticides, and fungicides. Vendor must have consecutive and active experience of work similar in scope and magnitude to this contract. Vendors shall demonstrate that they have provided these services or similar services to private and public entities/organizations of similar size and needs as Bay County using the "Experience Record" provided. Vendors shall be licensed in trades where licenses are required. Vendors shall identify subcontractors that are providing services requiring a license under Florida law. Bids may be deemed nonresponsive if not accompanied by proof of any required State of Florida license.
