Site work, paving and renovation of a mixed-use development in Louisville, Tennessee. Completed plans call for the renovation of a military facility; for site work for a water / sewer project; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
CONSTRUCTION CONTRACT for Project PSXE152017 Repair Operations and Training Building 134, at the 134th Air Refueling Wing, McGhee Tyson ANG Base, TN. Work shall be performed in accordance w ith (IAW) the plans and specifications. This project is set aside for small businesses. The North American Industry Classification System (NAICS) code is 236220 and the Small Business Size Standard is $45,000,000.00 in average annual receipts for the past three years. Construction project magnitude is betw een $10,000,000.00 and $25,000,000.00. Persons intending to submit a bid are strongly encouraged to attend the Pre-Bid Conference site visit. See Section 00100 for location and date. Funds are not presently available for this acquisition. The Government anticipates funds w ill become available prior to aw ard as this action has been identified on the National Guard priority list. No contract aw ard w ill be made until appropriated funds are made available. Aw ard w ill be made to the responsible bidder w hose bid conforms to the invitation for bids and is most advantageous to the Government consider only price and price related factors. The Government intends to award without discussions. All information relating to this IFB, including pertinent changes/amendments and information will be posted on web site: http://www.SAM.gov. For security reasons, all potential offerors, plan rooms and printing companies are required to be registered in the GSA System for Award Management (SAM) database. Firms can register via the SAM internet site at https://www.sam.gov/portal/public/SAM/. Interested bidders are required to submit their representations and certifications at the same site. Description of the Project: The Base requires a consolidated, adequately sized, and properly configured multi-use facility for the Wing leadership and Base support functions for 10 PAA KC-135R Air Refueling Wing operations, The Multi-use facility will include fully functional and modernized facility support for Wing leadership and staff; public affairs; Base Personnel, customer service, recruiting, military and technician records, awards and decorations, military training education and testing, and human resources; military I.D. and DEERS; comptroller and all related accounting and finance functions; Wing safety, SAPR, JAG, Military Equal Opportunity,and Wing chaplain. Facility requires reconfigured ABA compliant rest rooms to meet the current building occupant male to female ratio and provide adequate and accessible support to visitors and the general public. All building support systems to be state of the art and meet all current Air Force energy usage criteria, and shall provide for current life safety and ATFP criteria. The renovated facility will total 19,380 SF. If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $847.52 for each calendar day of delay until the work is completed or accepted. There is also a one-time fee of $324.00 for modification and legal services that will apply. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
